A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING A CONTRIBUTION TO THE PEOPLE UNITED TO LEAD THE
STRUGGLE FOR EQUALITY, INC. (P.U.L.S.E.) "HOTSPOT" CAMPAIGN, IN AN
AMOUNT NOT TO EXCEED $40,800.00; ALLOCATING FUNDS FROM THE LAW
ENFORCEMENT TRUST FUND, AWARD NO. 1169, PROJECT NUMBER 19-690001
AND ACCOUNT CODE NO. 12500.191602.883000.0000, WITH SUCH
EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS
COMPLYING WITH SECTION 932.7055, FLORIDA STATUTES, AS AMENDED.
WHEREAS, Section 932.7055, Florida Statutes, as amended, authorizes the expenditure of
forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating
expenses; and
WHEREAS, the City of Miami ("City") Police Department ("Department") supports the efforts
of those organizations that assist the Department in its fight against criminal activity; and
WHEREAS, the People United to Lead the Struggle for Equality, Inc.'s ("P.U.L.S.E.") goals
and objectives are to provide services that improve the quality of life for low to moderate income
citizens of the City and to advocate for this constituency; and
WHEREAS, P.U.L.S.E., through its "HOTSPOT" campaign, has established an anonymous
system for reporting criminal activity, as part of their crime prevention initiative ("Program"); and
WHEREAS, P.U.L.S.E. is requesting funding to defray their expenses of organizing and
administering the Program; and
WHEREAS, P.U.L.S.E. reported that from July to September of 2012, the HOTSPOT
Campaign received 353 complaints that were addressed, which resulted in over 150 arrests and drug
confiscations, promoting law and order to many parts of the community; and
WHEREAS, during 2013, the Program was expanded Citywide and received approximately
51 tips from District 1, 138 tips from District 2, 86 tips from District 3, 100 tips from District 4, and 258
tips from District 5, a total of 633 tips; and
WHEREAS, monetary support by the City is vital for this year's expanded Citywide campaign;
and
WHEREAS, funds for the Program have not been included in the Department's normal
operating budget and are available in the City's Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of this Resolution and has
determined that the expenditures proposed comply with Section 932.7055, Florida Statutes, as

amended; and
WHEREAS, pursuant to the provisions of Section 932.7055, Florida Statutes, as amended,
the recipient, P.U.L.S.E., shall: 1) certify that funds appropriated will be used lawfully and for the
purpose stated; 2) maintain proper accounting records for the expenditure of such monies; and, 3)
provide any reports, including but not limited to audit reports, as may be required by the City or
applicable law;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. A contribution to the P.U.L.S.E., Inc. "HOTSPOT" campaign, in an amount not to
exceed $40,800.00, is authorized, with funds allocated from the City Law Enforcement Trust Fund,
Award No. 1169, Project Number 19-690001 and Account Code No. 12500.191602.883000.0000, with
such expenditures having been approved by the Chief of Police as complying with the provisions of
Section 932.7055, Florida Statutes, as amended.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
form the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
