Dear Chief Orosa:
While no one argues with the goal of reducing violence and crime, the. HOTSPOT
Campaign constitutes success.
I'm sure you are aware of the important role that P.U.L.S.E. plays in helping people whose
lives are routinely impacted by violence. The community is swiftly diversifying and
becoming significantly more of the melting pot, which signifies the City of Miami. This
important work is supported largely by the generosity of donors who contribute to our
annual HOTSPOT campaign. We are asking the City of Miami Police Department to grant
$40,800.00 to help P.U.L.S.E. continue providing much needed crime prevention and
reporting services our city. Without the continued support, these needs will likely go
unmet.
This monetary appeal is vital for this year's expanded city wide campaign.. For now, there
is no fluent Spanish speaking staff member, although there are plans to hire a part-time
employee after the summer which will over extend our budget.
In order to continue making a difference in the lives of individuals affected by the work of
the HOTSPOT Campaign Committee, it is vital for this year's capital campaign to be a
success. Can we count on you to remain a strong supporter for this important campaign?
Additionally, you'll be recognized for your generosity as a HOTSPOT campaign supporter
on the P.U.L.S.E. website and in the upcoming People's Choice Awards Ceremony. We

Name of Organization
Purpose of Services
This campaign gives citizens the opportunity to report criminal activities anonymously (with
the HOTSPOT CARD) and have police to investigate and make arrest. PULSE members,
volunteers and concerned citizens will offer to ride into these areas with City of Miami
Police officers to make sure that these reported "Hot Spots" are being neutralized of
criminal activity.
To serve, with community engagement and opportunities for community leaders,
professionals, civic, educational, environmental or social representatives to join the team
and/or become partners to provide leadership to youth and families, professional
shadowing opportunities, and apprenticeship.

2007 The campaign resulted in over 150 arrests and the confiscation of over
$500,000 in drugs, promoting law and order to many parts of the community.
What makes this different from "Citizens Crime Watch" is that pastors, members and
citizens are actively involved by riding with the officers in the "Hot" areas to make certain
that each report is acted upon. This builds community trust in law enforcement and,
consequently, better relationships.

Accomplishments
• All records are now available on the 311 System because of HOTSPOT collaboration in the City.
• Clean Sweep's synergistic alignment with HOTSPOT has improved illegal dumping and
overgrown vacant lots.
• The number of HOTSPOT cards received by P.U.L.S.E. on last year increased significantly and
were introduced to a wider audience garnering new territory responses.
• Social media has played a substantial role in the way we are now receiving HOTSPOT reports.
• A few recent accomplishments by P.U.L.S.E. and the Mayor of Miami Dade County regarding
the offensive act by a county employed security agency employee for throwing an elderly 82
year old woman, Emma Anderson, off the Miami Dade Transit train for singing hymns.
Outcome: We acknowledge the Mayor's quick response with corrections and changes to
improve safety to benefit quality of life issues for our seniors.
• P.U.L.S.E. is part of the Civilian Investigation Panel to investigate issues extremely important to
our communities, for our families, and families of victims.
• P.U.L.S.E. partners with other organizations, when appropriate, to address critical issues that
negatively affect people of the community. The City of Miami Commission authorized the City
Manager to create the "Circle of Brotherhood Task Force" to address crisis surrounding youth
violence. The Task force committed over 100 hours to conducting door-to-door surveys,
meeting with community residents, planning and strategy meetings, ad attending various
community events in an effort to gather the necessary information that would allow us to
make bold and courageous recommendations that would truly make our district safe. These
include special issues such as non -working streetlights. Outcome: All accomplishments
presented by the Task Force whose principal purpose is to benefit low and moderate income
individuals and families in the community were sent in hopes that the recommendations
would be addressed and implemented with the same passion and conviction that the Task
Force has shown in gathering the data and statistics that were contained in the report.
• A year and a half later P.U.L.S.E. and local Pastors held a Press Conference to address
streetlights concerns in Liberty City, Outcome: Some, of the Tight concerns have been
corrected.
• P.U.L.S.E. provides assistance in compliance with the Miami Dade County Public Housing and
Community Development for fair housing for families.
• P.U.L.S.E. hosted its first annual Community Youth Career Experience on last year (2012);
where we partnered with the Chief of the City of Miami Fire Department, Chief Maurice Kemp.

We also received supportive presence from the City of Miami Police Department as they
provided versatile career path options.
People United To Lead The Struggle For Equality, (P.U.L.S.E.) is a large grassroots organization
serving the Black Community for over 32 years. PULSE was organized to unite low to moderate -
income citizens around common issues affecting their community and quality of life. Its
membership includes individuals, churches, and civic organizations throughout Miami -Dade
County. Its main goal is to fight for justice through community organizing.
