A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CIVILIAN INVESTIGATIVE PANEL'S APPOINTMENT AND
TERMS AND CONDITIONS OF EMPLOYMENT OF CRISTINA BEAMUDAS
EXECUTIVE DIRECTOR OF THE CIVILIAN INVESTIGATIVE PANEL, SUBJECT TO
ADHERENCE OF ALL CITY OF MIAMI POLICIES AND PROCEDURES DURING
THE TERM OF HER APPOINTMENT.
WHEREAS, the Civilian Investigative Panel ("CIP") provides independent citizens' oversight
over the sworn police department with authority to conduct investigations related to allegations of
police misconduct, reviews policies of the Department of Police and is empowered to issue subpoenas
for police misconduct investigations; and
WHEREAS, the City Commission approved the CIP's budget for the fiscal year commencing
October 1, 2013 and ending September 30, 2014, in an amount so as to enable the CIP to hire an
Executive Director; and
WHEREAS, the CIP has offered and Cristina Beamud has accepted the appointment as CIP
Executive Director;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
incorporated as if fully set forth in this Section.
Section 2. The CIP's appointment and terms and conditions of employment of Cristina
Beamud as Executive Director of the CIP are approved, subject to adherence of all City of Miami
policies and procedures during the term of her appointment.
Section 3. The salary and benefits to be received by Cristina Beamud as Executive Director as
set forth on "Attachment No. 1," attached, and incorporated, are approved.
Section 4. This Resolution shall be effective immediately upon its adoption and signature of
the Mayor. {1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
