ON THE RUNOFF ELECTION
HELD ON NOVEMBER 19, 2013

I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all
necessary legal steps were taken in connection with the conduct of a City of Miami
Runoff Election held on November 19, 2013, including, though not limited to, the
following Logic and Accuracy Tests:
I. On Thursday, November 14, 2013
A. Commencing at approximately 10:00 a.m. the Miami -Dade County Supervisor
of Elections had the tabulating equipment tested to ascertain that the
equipment will correctly count the precinct and absentee ballots cast for the
candidates to be voted for in the Miami Runoff Election to be held on
November 19, 2013.
B. Test results were compared with the predetermined totals for each candidate
and pursuant to the requirements established in Section 101.5612, Florida
Statutes, I observed the performance and results of all required tests and
verified the correctness of the programs and equipment, as well as any
replacement of said materials required by said tests, subject to said tests.
C. At the completion of the above test, there were delivered to us, in a sealed
container with Seal Number 0057791 the verified Logic and Accuracy reports
and test materials, and steps have been taken to ensure the security of said
materials prior to, during and subsequent to the election, except when said
materials are properly in the possession of the Office of the City Clerk.
II. On Monday, November 18, 2013 through Tuesday, November 19, 2013
A. On Monday, November 18, 2013, the Miami -Dade County Supervisor of
Elections set the time to begin the opening of the valid absentee ballots and

the duplication of ballots (as needed) at 9:00 a.m. and continued opening the
absentee ballots as needed throughout Tuesday, November 19, 2013.
III. On Tuesday, November 19, 2013 (Election Day)
A. At approximately 4:00 p.m., the Miami -Dade County Supervisor of Elections
began the pre -count logic and accuracy test of the optical scan system used for
paper ballots, located at the Elections Department at 2700 NW 87th Ave., to
ascertain that the equipment had not been tampered with, and that it would
correctly count the precinct and absentee ballot votes cast for all City of
Miami candidates.
B. The City of Miami Canvassing Board convened absentee ballot opening at
6:45 p.m. to canvass absentee ballots presumed invalid and to oversee the
process of duplication of damaged ballots if needed.
C. At the completion of the precinct and absentee ballot count, the pre -election
test of the automatic tabulating equipment was again tested at approximately
7:00 p.m., before the official count of ballots to ascertain that the equipment
correctly counted the precinct and absentee votes cast for all City of Miami
candidates.
D. At the completion of the tabulation of election results, approximately 9:00
p.m., the Miami -Dade County Supervisor of Elections presented me with the
certification of elections tabulation. Per Florida Statute 101.048(1) persons
casting provisional ballots have the right to present written evidence
supporting his or her eligibility to vote to the supervisor of elections by not
later than 5:00 p.m. on the second day following the election. That deadline
was Thursday, November 21, 2013.
IV. On Friday, November 22, 2013
A. At approximately 10:00 a.m., the City of Miami's Canvassing Board
reconvened at the Elections Department at 2700 NW 87th Ave. to canvass
provisional ballots.
B. At approximately 10:30 a.m. the Miami -Dade County Supervisor of Elections
conducted a post election manual audit according to Florida Division of
Election Rule 1S-5.026. The audit entailed audit teams manually counting the
ballots cast by absentee voting, and by Election Day voting, for a randomly
selected precinct within a randomly selected race. At the completion of the
audit on Friday, November 22, 2013, at approximately 10:45 a.m. we received
the voting system post election audit report.
C. At the conclusion of the above the Miami -Dade County Supervisor of
Elections presented me with the Voting System Post Election Audit Report,

and Official Election Results certified by the Supervisor of Elections and the
City of Miami Canvassing Board.
V. I further certify and declare that the results of the nonpartisan City of Miami Runoff
Election which was held on November 19, 2013, are as follows:

VI. I further certify and declare that in the race for Commission District 5, Keon
Hardemon received 72.33 percent of all votes cast and is hereby declared to have
been elected City of Miami District 5 Commissioner.
