Subject: Brownfield Area Designation request for development titled "Vista Grande Apartments"
located at 850 SW 2"d Avenue, Miami, F133130
Purpose of Item:
The City of Miami has received a request to designate 850 SW 2"d Avenue, Miami, FL 33130, as a
Brownfield Area from Vista Grand Apartments Ltd. and the Richman Group of FLA Incorporated.
Per Florida Statute 376.80, the State: of Florida will recognize a Brownfield Area only after the
municipality in which the property is located authorizes the desipation via adoption of a resolution
and public hearing within the local governing body. 850 SW 2nu Avenue will be developed into
"Vista Grande Apartments", a multi -level apartment building with 89-one and two bedroom
affordable housing units. The evaluation criteria for an applicant that. submits a.Brownfield Area
Designation with a redevelopment component is outlined in Florida Statute 376.80; Section 2(b)(1-5).
(This item will include a Version A for approval and a Version B for non -approval of designating the
property as a Brownfield Area)
Background Information:
Pursuant to R-06-0561, the City adopted boundaries for a Designated Brownfield Area. The property
being developed (850 SW 2"d Avenue), in which the owners are requesting the Brownfield
Designation, is located outside of the City of Miami's Designated Brownfield Area. Properties
located in Brownfield Areas may qualify for certain incentives in the form of tax credits and
environmental liability protection.
