HomeMy WebLinkAboutR-13-0460City of Miami Legislation Resolution: R-13-0460 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13-01078 Final Action Date: 11/21/2013 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR PROPOSALS ("RFP") NO. 369325 FOR THE PROVISION OF A GROUP BENEFIT HEALTH PLAN, THAT CIGNA HEALTH AND LIFE INSURANCE CO., IS THE TOP -RANKED FIRM, FOR THE DEPARTMENT OF RISK MANAGEMENT("RISK MANAGEMENT"); AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A PROFESSIONAL SERVICES AGREEMENT ("PSA"), IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE TOP -RANKED FIRM, CIGNA HEALTH AND LIFE INSURANCE CO., FOR RISK MANAGEMENT, FOR A PERIOD OF FIVE (5) YEARS, WITH OPTIONS TO RENEW FOR TWO (2) ADDITIONAL THREE (3) YEAR PERIODS; ALLOCATING FUNDS FROM THE VARIOUS SOURCES OF FUNDS OF THE USER DEPARTMENT, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED; FURTHER AUTHORIZING THE CITY MANAGER, SHOULD NEGOTIATIONS FAIL WITH THE TOP -RANKED FIRM, TO NEGOTIATE AND EXECUTE A PSA WITH THE SECOND -RANKED FIRM, UNITED HEALTHCARE SERVICES, INC., FORA PERIOD OF FIVE (5) YEARS, WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL THREE (3) YEAR PERIODS; ALLOCATING FUNDS FROM THE VARIOUS SOURCES OF FUNDS OF THE USER DEPARTMENTS, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED; FURTHER AUTHORIZING THE CITY MANAGER, SHOULD NEGOTIATIONS FAIL WITH THE SECOND -RANKED FIRM, TO REJECT ALL PROPOSALS AND ISSUE A NEW RFP SOLICITATION. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recommendation of the City Manager approving the findings of the Evaluation Committee, pursuant to Request for Proposals ("RFP") No. 369325 for the provision of a Group Benefit Health Plan, that Cigna Health and Life Insurance Co., is the top -ranked firm, for the Department of Risk ("Risk Management"), is accepted. Section 2. The City Manager is authorized {1} to negotiate and execute a Professional Services Agreement ("PSA"), in substantially the attached form, with the top -ranked firm, Cigna Health and Life Insurance Co., for Risk Management, for a period of five (5) years, with the option to renew for two (2) additional three (3) year periods, with funds allocated from the various sources of funds of the user departments, subject to the availability of funds and budgetary approval at the time of need. Section 3. Should negotiations fail with the top -ranked firm, the City Manager is further authorized {1} to negotiate and execute a PSA with the second -ranked firm, United Healthcare Services, Inc., for a period of five (5) years, with the option to renew for two (2) additional three (3) year periods, with funds allocated from the various sources of funds of the user departments, subject to the availability City of Miami Page 1 of 2 File Id: 13-01078 (Version: 2) Printed On: 9/21/2017 File Number: 13-01078 Enactment Number: R-13-0460 of funds and budgetary approval at the time of need. Section 4. Should negotiations fail with the second highest -ranked firm, the City Manager is further authorized {1} to reject all proposals and issue a new RFP solicitation. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
