CERTIFICATION AND DECLARATION OF RESULTS
FOR THE GENERAL MUNICIPAL ELECTION
AND SPECIAL ELECTION
HELD ON NOVEMBER 5, 2013

CITY OF MIAMI
I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all
necessary legal steps were taken in connection with the conduct of a City of Miami
General Municipal Election and Special Election held on November 5, 2013, including,
though not limited to, the following Logic and Accuracy Tests.
I. On Wednesday, October 16, 2013:
A. Commencing at approximately 10:00 a.m. the Miami -Dade County Supervisor
of Elections had the tabulating equipment tested to ascertain that the
equipment would correctly count the precinct and absentee ballots cast for the
candidates and/or issues, to be voted on November 5, 2013.
B. The County Canvassing Board compared the test results with the
predetermined totals for each candidate and pursuant to the requirements
established in Section 101.5612, Florida Statutes, observed the performance
and results of all required tests and verified the correctness of the programs
and equipment, as well as any replacement of said materials required by said
tests, subject to said tests.
II. On Wednesday, October 23, 2013 through Monday, November 4, 2013:
A. On Wednesday, October 23, 2013, the Miami -Dade County Supervisor of
Elections set the time to begin the opening of the valid absentee ballots and
the duplication of ballots (as needed) at 10:00 a.m. and commencing at 8:00
a.m. on Monday, November 4, 2013, the Canvassing Board resumed opening
of the absentee ballots.
III. On Tuesday, November 5, 2013 (Election Dav):
A. At approximately 3:00 p.m., the Miami -Dade County Supervisor of Elections
began the pre -count logic and accuracy test of the optical scan system used for

paper ballots, located at the Elections Department at 2700 NW 87th Ave, to
ascertain that the equipment had not been tampered with, and that it would
correctly count the precinct and absentee ballot votes cast.
B. At the completion of the precinct and absentee ballot count, the pre -election
test of the automatic tabulating equipment was again tested at approximately
7:30 p.m., before the official count of ballots to ascertain that the equipment
correctly counted the precinct and absentee votes cast.
C. After the completion of the tabulation of election results, approximately 1 I :54
p.m., the Miami -Dade County Supervisor of Elections presented me with the
copy of the unofficial elections tabulation. Per Florida Statute 101.048(1)
persons casting provisional ballots have the right to present written evidence
supporting his or her eligibility to vote to the supervisor of elections by no
later than 5:00 p.m. on the second day following the election. That deadline
was Thursday, November 7, 2013. On Friday, November 8, 2013 we received
the certified official tabulation of election results.
IV. I further certify that all documents concerning the above Logic and Accuracy Tests
showed the tabulating equipment to be functioning correctly and that said documents
are presently in the possession of the Supervisor of Elections of Miami -Dade County.
V. I further certify and declare that the results of the nonpartisan City of Miami General
Municipal Election and Special Election which were held on November 5, 2013, are
as follows:

VI, I further certify and declare that:
• in the race for Mayor, Tomas P. Re2alado received more than 50 percent plus
one of all votes cast and is hereby declared to have been elected Mayor of the
City of Miami;
• in the race for Commission District 3, Frank Carollo received more than 50
percent plus one of all votes cast and is hereby declared to have been elected City
of Miami District 3 Commissioner;
• in the race for Commission District 5, no candidate received a majority of votes
cast, and therefore a Runoff Election will be required to determine who will be
elected Commissioner of District 5. Richard P. Dunn H and Keon Hardemon
having received the greatest number of votes cast in the General Municipal
Election, shall be placed on the ballot at the Runoff Election scheduled for
November 19, 2013;
• in the race for Coconut Grove Village Council members, Emily Brittin2ham,
Kate Callahan, Ruth Ewing, Javier Gonzalez, Thaddeus Scott, Seth Sklarev,
Tricia Sullivan and Linda Williams were the eight (8) candidates that received
the greatest number of votes cast and are hereby declared to have been elected
Coconut Grove Village Council Members;
• I further declare that in the special election for Waterfront and Submerged Lands,
the ballot question:
Proposed lease of city -owned waterfront and submerged lands in
Coconut Grove "Shall the City be authorized to lease approximately
7 acres of waterfront and submerged lands in Coconut Grove to Grove

Bay Investment Group, LLC, providing for 1) a minimum of $1.4
