The Scavenger Vessel removes floatable debris, and every hour decontaminates 600,000 gallons of water and injects 150,000 liters of oxygen into the water. Please find the two attached letters from the Florida Department of Environmental Protection, noting the Scavenger services satisfy the legal requirements of a consent order issued against the City. In addition, I have attached the support letter from the U.S. Coast Guard, noting the vessel removes hazards to navigation. The City of Miami owns and is responsible for over 100 storm water outfalls into the Miami River, protected by the Biscayne Aquatic Preserve Act. Considering taxpayers recently paid for the successfully complete Miami River Maintenance Dredging and Environmental Cleanup project, its continued maintenance removal of new debris, water decontamination and oxygenation provided by the Scavenger Vessel are critical. The Miami River is a destination landscape for residents and tourists alike. The Miami River's over 10,000 residences, 15 restaurants, 10 public parks, 5 miles of constructed public Miami River Greenway, etc. all appreciate and benefit from the Scavenger Vessel's continued excellent services, being provided under the renewed contract with the City of Miami. Your support for the Miami River District is sincerely appreciated. The United States Coast Guard is partially responsible for ensuring the Miami River's designated Federal Navigable Channel is clear of any hazards to navigation. It is mytniderstanding that in one year of service, the Scavenger 2000 removed ova 750 hazards to navigation from the river, including but not limited to logs, welding cylinders, etc. The removal of these hazards to navigation, which appear on a regular basis, have been aitical to maintaining the Miami River's safe Federal Navigable Channel for vessels to transit. Furthermore, the U. ...Coast Guard has a leadership role in providing Homeland Security in the Port of the MinaMianUvez, free from terrorism and illegal contraband. The Scavenger 2000 Captain uses a cellular camera to take pictures of any suspicious activity, and the pictures arc e- mailed real time to the U.S. Coast Guard. This service provides additional necessary surveillance of the Miami River area, which has benefited the U.S. Coast Guard's efforts in that regard. 1 hope the Scavenger 2000 contract is renewed, so that we may continue to work m partnershi on maintaining a safe, secure, and navigable Miami River.
