CLOSING, VACATING, ABANDONING AND DISCONTINUING FOR PUBLIC USE TWO
10►0" ALLEYS, A 40 FOOT WIDE AND 450 SQUARE FEET RIGHTS -OF -WAY LOCATED ON
THE EAST SIDE OF NORTHWEST 2ND AVENUE BETWEEN NORTHWEST 8TH STREET
AND NORTHWEST 9TH STREET, MIAMI, FLORIDA.
Pursuant to Section 55-15 (c) of the Miami City Code, the Planning Department has
reviewed the proposed public right-of-way vacation and closure to determine whether it
is in the public interest, or whether the general public would benefit from the vacation of
the right-of-way.
The following findings have been made:
► The closure and alleys unifies the -site -to -provide a more uniform development; The
closures will allow final approval for improvements to the historic Lyric Theater. The
general public will be able to utilize the ground level amenities and a public plaza will
be created. The unified site will include parking available to the general public.
The streets and alleys are not currently utilized for traffic circulation, however, are
used for parking. The entire area is fenced and not utilized by emergency or service
vehicles.
There will be no adverse affect on providing emergency services. Additional right of
way is being dedicated along NW 8th Street and NW 9th Street adjacent to the site.

The streets and alleys proposed to be closed and vacated are not part of the general
neighborhood circulation pattern and do not extend beyond the proposed tentative
plat boundaries. An ingress/egress easement open to the general public will be
provided through the entire block between NW 8th Street and NW 9th Street.
The Plat and Street. Committee members voted to recommend 5 in favor and 0 in
denial of this alley closure request.
Based on these findings, the Planning and Zoning Department recorn rids
approval of the request.

The Plat and Street Committee has reviewed the tentative plat of "Lyric Subdivision" and determined
that all technical requirements contained in the Miami City Code Subdivision Regulations have been met
and has approved the tentative plat. The Plat and Street Committee has further considered the vacation
and closure of portions of NW 2 Avenue and NW 1 Court and alleys between NW 1 Avenue (west) and
NW 2 Avenue from NW 8 Street to NW 9 Street with respect to the Miami City Code requirements and
has voted to recommend 5 in favor and 0 in denial of this vacation and closure request.

RECOMMENDING APPROVAL TO THE MIAMI CITY COMMISSION, OF THE CLOSING,
VACATING, ABANDONING AND DISCONTINUING FOR PUBLIC USE PORTIONS OF
NORTHWEST 2ND AVENUE AND NORTHWEST 1ST COURT AND ALLEYS BETWEEN
NORTHWEST 1ST AVENUE (WEST) AND NORTHVEST 2ND AVENUE FROM NORTHWEST
8TH STREET TO NORTHWEST 9TH STREET, MIAMI, FLORIDA.
Upon being seconded by Mr. Charles A. Garavaglia, the motion passed and was adopted by a
vote of 8-0:
