Director._ _ I City Manager .2 Da Page 1 of 2 AGENDA ITEM SUMMARY FORM — CONTINUED Subject: Invitation for Bid (IFB) 368328 Drug Screening and Physical Examination Services Background Information: On June 27, 2013, the Purchasing Department issued Invitation for Bid (IFB) No. 368328 for the provision of Drug Screening and Physical Examination Services. This IFB was issued in an effort to combine into one contract the current services provided by two separate vendors: Mercy Medical Development (Drug Screening Services) and Mount Sinai Medical Development (Physical Examination Services and Annual Physical Examination Services for First Responders). As required by the Procurement Code, the IFB was advertised and issued on-line. On July 30, 2013, at the bid opening, four (4) bidders responded and the bids were tabulated. The initial bid tabulation revealed that the total bid amount submitted by Public Health Trust of Miami -Dade County d/b/a Jackson Health System (local vendor) was within 8.15% of the total bid amount submitted by Mount Sinai Medical Center of Florida, Inc., (non -local vendor). Per Section 18-85 of the City's Procurement Code, "when a responsive, responsible non -local bidder submits the lowest bid price, and the bid submitted by one or more responsive, responsible local bidders who maintain a local office, as defined in section 18-73, is within 15percent of the price submitted by the non -local bidder, then that non -local bidder and each of the aforementioned responsive, responsible local bidders shall have the opportunity to submit a best and final bid equal to or lower than the amount of the low bid previously submitted by the non -local bidder. Contract award shall be made to the lowest responsive, responsible bidder submitting the lowest best and final bid" The Purchasing Department solicited the best and final bid price from Mount Sinai Medical Center of Florida, Inc., and Jackson Health System. Upon receipt of the response, the bid tabulation was amended to reflect the bid prices as a result of the best and final bid prices submitted. Mount Sinai Medical Center of Florida, Inc., is the lowest responsive and responsible bidder and is therefore recommended for award of IFB 368328. This new combined contract will bring an estimated annual savings to the City of Miami of about $53,019.00, in addition to the added convenience of having one facility providing all needed services. The estimated average annual spend for these services will be about: $400,000.
