HomeMy WebLinkAboutSubmittal-Commissioner Sarnoff• IN IAM I DDA DOWNTOWN DEVELOPMENT AUTHORITY Program Description F2, Z Property Improvement Grant Program The Property Improvement Program is a matching grant program requiring, at a minimum, a dollar for dollar (50%) match from the property or business owner on qualified exterior improvements to commercial buildings and properties. The potential maximum amount awarded to any grant applicant is $50,000. As this is a reimbursement program, the full grant amount will be paid at the completion of the project. All awards are at the discretion of the Review Committee and may be less than the requested amount. The Property Improvement Program has two components: 1. Solid Shutter Removal: 100% grant funding for the removal of solid metal shutters. 2. Facade Improvement: Matching funds may be awarded for qualified exterior improvements that comply with existing property design guidelines and/or historical building requirements, where applicable. In order to be eligible, applicants are required to remove any existing solid shutters that front a public right of way. Improvements should remain with the property in perpetuity. In the event changes to previously funded improvements are requested, the committee will review the request and render a decision in writing. Acceptable improvements are as follows: 0%:fundin funding Awnings (applies to new awnings only) Exterior lighting (minor) Glazing (non -impact windows/doors) Masonry / stucco Paint Signage replacement (FY 2012-13 only)* Impact resistant glass *Note: In Fiscal Year 2012/13 only, signage replacement assistance may be granted to existing businesses that have been operating in the district for at least one year. Such assistance will become available upon City Commission approval of the City's sign ordinance (anticipated April 2013). DMP meets with Tenant and Property Owner to determine eligibility and review project scope. 2. Applicant property is reviewed by DMP for code violations and liens 3. Business or Property owner prepares application 4. Application is submitted to DMP including: o Scope of work o 3 competitive bids (2 if project is less than $25,000) Note: Applicant may choose any of the bidding contractors; however, grant funding will be based upon lowest of the estimates provided. o Project rendering(s) and/or Elevations o Letter of business or property owner guaranteeing matching funds o Property owner's written authorization to perform improvements (if other than business_ owner) o Photos of business prior to proposed improvement including one showing detail of scope of work and one in context with the building and immediately surrounding businesses. 5. Application is presented to Selection Committee for review and allocation B) Grant Agreement 1. Applicant provides fully executed agreement with Contractor and copy of Contractor Certificate of Competency (License) 2. Grant Agreement between DMP and Applicant is executed 3. DMP monitors progress C) Project Completion 1. DMP visits project to confirm completion of project in accordance with the grant agreement 2. Grant payment will be issued at the completion of the project and receipt of the following documents: a) Proof of match funding (copies of cancelled check(s) used to pay for eligible improvements) b) Contractor warranty, if any c) Finalized Building Permit Report d) Release of Lien letter for each contractor e) Certificate of Use and/or Certificate of Occupancy, as appropriate f) Photos showing completed Project 3. The goal of the program is to improve the physical environment ("curb appeal") and enhance the overall perception of the central business district, while supporting increased economic activity and investment. The program is designed to attract and retain retail businesses and restaurants and increase the customer base for businesses located in this area. The incentive program is funded by the Miami Downtown Development Authority (DDA) and administered by the Downtown Miami Partnership (DMP). All applications are reviewed by an independent committee which meets on a regular basis and awards funds at its discretion and in accordance with the program guidelines. Program Area & Eligible Properties The Property Improvement Grant Program is open to buildings and properties located within the Central Business District of Downtown Miami. To be eligible, properties must have ground floor commercial space suitable for retail or restaurant use and must be located within the delineated map area below. Properties in the Downtown Miami National Historic District will receive priority consideration with special emphasis on historic and contributing buildings (see page 3 for additional map). Hannon Coconut Grove Business Improvement District (BID) Announces matching Grant Funds for Facade and Interior Improvements! January 2, 2013 In an effort to enhance the physical appearance of storefronts and buildings within the Coconut Grove Business District, the Facade Improvement Matching Grant Program was created in 2011. The program assisted tenants and property owners with the costs of upgrading building facades. It offered 50/50 matching grants with a maximum grant from the BID of up to $3,500 per applicant. We are happy to announce that the Facade Improvement Matching Grant Program is back and even better than before!! This year's program offers you.$5,000 for.your $2,500. In other words, you spend a maximum of $7,500, and the BID will provide $5,000 with only $2,500 actually coning out of your pocket. Please note, ground floor commercial businesses will receive top funding priority. Applicants must be located within the Cocomit Grove Business District. While interior upgrades will be considered, priority improvements include, in the following order: Solid shutter removal and security grille installation ' Winslow replacement with impact resistant glass Repairs,.cleaning and/or pnlnting of facades Interior window display lighting Exterior lighting Awning/canopy installation Signnge Front door replacement If you are interested, please stop by our office for an application or visit www.CoconutGrove.com, under BID forms.
