A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE
INDEPENDENT AUDITOR GENERAL ("IAG") OF THE CITY OF MIAMI TO
INVESTIGATE THE ALLEGATIONS MADE BYA CITY OF MIAMI PARKS AND
RECREATION DEPARTMENT EMPLOYEE AT THE SEPTEMBER 26, 2013 CITY
COMMISSION BUDGET MEETING, FOR ANY ALLEGED ACTS OF WRONGDOING
OR MISCONDUCT; FURTHER DIRECTING THE IAG TO REPORTANY FINDINGS
TO THE CITY COMMISSION NO LATER THAN THE NOVEMBER 21, 20131CITY
COMMISSION MEETING.
WHEREAS, the City Commission held a public hearing on September 26, 2013 regarding the City
of Miami's ("City') Proposed 2013-2014 Budget; and
WHEREAS, at that public hearing, a City employee from the Parks and Recreation Department
("Department") alleged that the Department engaged in inappropriate hiring practices which has
financial implications on the City; and
WHEREAS, the City Commission seeks for all employees to be treated fairly and equitably with
regard to wages that impact the City's finances; and
WHEREAS, the City Commission has the obligation to ensure that all monies are expended legally
and appropriately; and
WHEREAS, pursuant to Section 48 of the City Charter, the Independent Auditor General ("IAG") is
directed to perform an audit and provide a detailed report including a budget and financial analysis
regarding the allegations herein stated;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted and
incorporated as fully set forth in this Section.
Section 2. The City's IAG is directed to investigate the allegations made by a City Parks and
Recreation Department employee at the September 26, 2013 City Commission Budget meeting, for
any alleged acts of wrongdoing or misconduct.
Section 3. The IAG is further directed to report any findings to the City Commission no later than
the November 21, 2013 City Commission meeting.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1)

{1 } If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted, if the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
