A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
WAIVING THE PROHIBITIONS IN SECTION 2-11.1 OF THE CODE OF
MIAMI-DADE COUNTY AND APPROVING ACCEPTANCE OF THE PAYMENT OF
TRAVEL EXPENSES BY CAMARA DE COMERCIO LATINA DE LOS ESTADOS
UNIDOS, INC. FOR A BUSINESS DEVELOPMENT MISSION TO PARAGUAY, AS
STATED IN EXHIBIT "A", ATTACHED AND INCORPORATED, WHICH MISSION IS
FOR THE USE AND BENEFIT OF THE CITY OF MIAMI; AUTHORIZING
COMMISSIONER WIFREDO (WILLY) GORT TO REPRESENT THE CITY OF MIAMI
IN THIS BUSINESS ENDEAVOR; DIRECTING THE CITY CLERK TO TRANSMITA
COPY OF THIS RESOLUTION TO THE MIAMI-DADE COMMISSION ON ETHICS.
WHEREAS, Camara de Comercio Latina de los Estados Unidos, Inc., ("CAMACOL") engages in
business and receives funds from the City of Miami ("City") through various commercial facade
programs, community and economic development programs; and
WHEREAS, CAMACOL is sponsoring a business development mission from October 27 to
October 31, 2013, which will lead to the establishment of business linkages for increased economic
opportunities and growth between Paraguay and the City of Miami and will continue to strengthen the
City's role as an important international city; and
WHEREAS, the business development mission is found to serve a clear public purpose that
benefits the City; and
WHEREAS, CAMACOL has offered to provide payment of expenses for the participation of
Vice -Chair Wifredo (Willy) Gort to attend its business development mission to Paraguay, as stated in
Exhibit "A", attached and incorporated, as Chair of the Hemispheric Congress and as the City's official
representative; and
WHEREAS, Section 2-11.1(w) of the Code of Miami -Dade County, Florida, as amended, prohibits
the acceptance of travel expenses from anyone who is a contractor of the City unless a majority of the
Miami City Commission waives the prohibition; and
WHEREAS, the Miami City Commission believes it in the best interest of the City for Commissioner
Gort to represent the City on this mission; and
WHEREAS, the Miami City Commission wishes to waive the prohibition and accept payment of
travel expenses by CAMACOL;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.

Section 2. The Miami City Commission hereby waives the prohibitions in Section 2-11.1 of the
Code of Miami -Dade County and approves acceptance of the payment of travel expenses by
CAMACOL for a business development mission to Paraguay, as stated in Exhibit "A", attached and
incorporated, which mission is for the use and benefit of the City.
Section 3. Commissioner Wifredo (Willy) Gort is authorized to represent the City in this business
endeavor.
Section 4. The City Clerk is directed to transmit a copy of this resolution to the Miami -Dade
Commission on Ethics.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. (1)

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
