AND ITS SOLE DISTRIBUTOR AND SERVICE PROVIDER FOR THE CITY OF MIAMI, AHA ELECTRONICS & FUEL SYSTEMS, INC., FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION, IN A TOTAL AMOUNT NOT TO EXCEED $52,787; ALLOCATING FUNDS FROM THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION GENERAL FUND ACCOUNT CODE NO. 31000.241000.664000.0000.00000, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ANY DOCUMENTS, AND TO NEGOTIATE AND EXECUTE ANY NECESSARY AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the Department of General Services Administration ("GSA") currently utilizes the RNI-2000 Fuel Management System ("RNI-2000") which provides GSA with a fuel accountability system using information communicated by the Vehicle Information Unit ("VIU") currently installed in City of Miami ("City") vehicles via fuel collars; and WHEREAS, the vendor of the RNI-2000, Orpak USA, Inc. ("Orpak") and AHA Electronic & Fuel Systems, Inc. ("AHA"), Orpak's sole distributor and service provider for the City, notified GSA that due to new market demands, technological innovations, and the decreasing availability of older electrical components, the RNI-2000 was designated for end -of -life and would be replaced with its upgraded version, the SiteOmat Fuel Management System ("SiteOmat"); and WHEREAS, the SiteOmat will ensure GSA continued fuel accountability, will eliminate the possible interruptions of the obsolete RNI-2000, and will allow continued use of the same VIU fuel collars currently installed in City vehicles; and WHEREAS, these VIU fuel collars are only operational with the Orpak proprietary software systems and would require their complete replacement, at a large additional capital investment from the City, for use with a non-Orpak software system; and WHEREAS, in conjunction with the cost savings, the SiteOmat will also allow GSA the option of adding vehicles to the system using Orpak's new VIU FuelOpass rings and DataPass units, consisting of wireless nozzle readers that eliminate the http://egov.ci.miami.fl.us/LegistarWeb/temp/rep4F8A.html 8/22/2013 Crystal Report Viewer Page 2 of 2 need for running wires along the fuel hoses, allow for simpler installation, and provide more information concerning vehicle odometer readings, engine operation hours, idle time, vehicle errors and diagnostics, online real time monitoring, and higher reliability; and WHEREAS, Orpak is the exclusive manufacturer of the RNI-2000 system and its upgraded SiteOmat version, as well as the VIU fuel collars currently in use and only compatible with these same systems, and AHA is Orpak's sole distributor and service provider for the City; and WHEREAS, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as amended ("City Code"), the Chief Procurement Officer has adopted a finding that Orpak and AHA are the sole -source providerofSiteOmat; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive sealed bidding procedures be waived and that a contract for the procurement of SiteOmat from Orpak and AHA as a sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, pursuant to Section 18-92 of the City Code, as amended, after an advertised public hearing, the City Manager's fading of a sole source, is ratified, approved and confirmed, the requirements for competitive sealed bidding procedures are waived, and a contract for the procurement of SiteOmat from Orpak and its sole distributor and service provider for the City, AHA, for the Department of General Services Administration, is approved, in a total amount not to exceed $52,787, with funds allocated from the Department of General Services Administration General Fund Account Code No. 31000.241000.664000.0000.00000, subject to the availability of funds and budgetary approval at the time of need. Section 3. The City Manager is authorized (1) to execute any documents, and to negotiate and execute any other necessary amendments, extensions, and modifications, in a form acceptable to the City Attorney. Section 4.
