Purpose of Item:
AUTHORIZING THE CITY MANAGER TO SUBMIT THE CITY'S AMENDED ANNUAL ACTION
PLAN FOR FISCAL YEAR 2013-2014 TO INCLUDE SHELTER OPERATIONS AS AN ELIGIBLE
EMERGENCY SOLUTIONS GRANT ("ESG") STRATEGY TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT ("HUD") FOR REVIEW AND APPROVAL; ALLOWING
ESG FUNDS, IN THE TOTAL AMOUNT OF $100,343.68, TO BE USED BY THE CITY OF MIAMI,
NEIGHBORHOOD ENHANCEMENT TEAM ("NET"), HOMELESS PROGRAMS FOR SHELTER
OPERATIONS/EMERGENCY HOTEL OR MOTEL FOR HOMELESS FAMILIES OR INDIVIDUALS;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS
FOR SAID PURPOSE(S).

Background Information:
Pursuant to Resolution No. 12-0299, adopted September 12, 2012, the Miami City Commission
authorized the allocation of ESG funds, Program Year 2012-2013, in the amount of $389,852 to the
City of Miami NET, Homeless Program for Street Outreach activities.
There remains a balance of $100,343.68 in ESG funds that are available for use.
Regulations allows for the use of ESG funds to pay for hotel or motel vouchers whenever there is no
appropriate emergency shelter available for homeless families or individuals.
The City of Miami Homeless Program is in need of funds to continue providing services to homeless
families and individuals due to the increase of homelessness and the limited availability of homeless
shelter space.
The Administration recommends authorizing the City Manager to submit the City's Amended Annual
Action Plan for fiscal year 2013-2014 to include Shelter Operations as an eligible ESG Strategy to
HUD for review and approval.
The Administration further recommends allowing ESG funds, in the total amount of $100,343.68, to
be used by the City of Miami, Neighborhood Enhancement Team, Homeless Programs for shelter
operations/emergency hotel or motel for homeless families or individuals.
