A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO SUBMIT THE CITY OF MIAMI'S AMENDED ANNUAL ACTION PLAN
FOR FISCAL YEAR 2013-2014 TO INCLUDE SHELTER OPERATIONS AS AN
ELIGIBLE EMERGENCY SOLUTIONS GRANT ("ESG") STRATEGY TO THE
UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR
REVIEW AND APPROVAL; ALLOWING ESG FUNDS, IN THE TOTAL AMOUNT OF
$100,343.68, TO BE USED BY THE CITY OF MIAMI NEIGHBORHOOD
ENHANCEMENT TEAM HOMELESS PROGRAMS, FOR SHELTER
OPERATIONS/EMERGENCY HOTEL OR MOTEL FOR HOMELESS FAMILIES OR
INDIVIDUALS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, pursuant to Resolution No. 12-0299, adopted September 12, 2012, the City
Commission authorized the allocation of Emergency Shelter ("ESG") funds Program Year 2012-2013,
in the amount of $389,852, to the City of Miami ("City") Neighborhood Enhancement Team ("NET"),
Homeless Program for Street Outreach activities; and
WHEREAS, a balance of $100,343.68 exists in ESG funds that are available for use; and
WHEREAS, regulations allows for the use of ESG funds to pay for hotel or motel vouchers
whenever there is no appropriate emergency shelter available for homeless families or individuals;
and
WHEREAS, the City's Homeless Program is in need of funds to continue providing services to
homeless families and to individuals due to the increase of homelessness and the limited availability
of homeless shelter space; and
WHEREAS, the City Administration recommends authorizing the City Manager to submit the City's
Amended Annual Action Plan for Fiscal Year 2013-2014 to include Shelter Operations as an eligible
ESG Strategy to the United States Department of Housing and Urban Development ("HUD") for
review and approval; and
WHEREAS, the City Administration further recommends allowing ESG funds, in the total amount
of $100,343.68, to be used by the City's NET Homeless Programs, for shelter operations/emergency
hotel or motel for homeless families or individuals;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.

Section 2. The City Manager is authorized{1} to submit the City's Amended Annual Action Plan for
Fiscal Year 2013-2014 to include shelter operations as an eligible ESG strategy to HUD for review
and approval.
Section 3. ESG funds, in the total amount of $100,343.68, are allowed to be used by the City's
NET Homeless Programs, for shelter operations/emergency hotel or motel for homeless families or
individuals.
Section 4. The City Manager is further authorized{1} to execute the necessary documents, in a
form acceptable to the City Attorney for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
