February 1988: City Commission approved Master Development
Order and Increment I Development Order for the SEOPW DRI.
September 1992: City Commission approved Increment II
Development Order.
August 2008: CRA Board approved a resolution enabling the
development of Increment III and modifications to the SEOPW
DRI Master Development Order.
January 2009: CRA Board authorized expansion of Increment III to
include the Miami World Center.
September 2012: CRA Board recommended in favor of Increment
III, modifications to the Master Development Order, and
amendments to Chapters 13 and 14 of the City Code.

Increment III Development Order
Sets forth conditions to mitigate impacts of proposed
development by:
Assuring that fill materials used on development sites meet the
required clean soils criteria.
Requiring air quality assessment and carbon monoxide mitigation
measures.
Mitigating impacts to transportation infrastructure through
improvements and mitigation measures.
Including affordable housing and economic development measures.
Promulgating energy and water efficiency measures.
Requiring reporting for employment training programs.

Chapter 13 Code Amendment
• Codifies DRI's cost recovery mechanism known as the
SEOPW DRI Supplemental Fee.
Updates SEOPW supplemental fee to include Increment III.
• Updates the definitions consistent with Miami 21 and
reorganization in State and County governments.
• Provides transportation mitigation measures for Increment III.
Includes language aimed at preventing and mitigating
violations of the minimum standard for carbon monoxide
concentrations.
• Adjusts for changes in the cost of living.

Chapter 14 Code Amendment
• Codifies the SEOPW DRI development credit reservation process
independent to Downtown DRI.
No modifications to the Downtown DRI.
No substantial modifications to the SEOPW DRI.
Adds Increment III proposed development and adjusts build -out
dates for each increment.
Updates process and definitions consistent with Miami 21 and
reorganization at State and County governments.
