Allocation of 100 Additional Police Officers
Dear Chairman Sarnoff:
The undersigned commercial properties located within the Dupont Plaza portion of the Central
Business District ("CBD") of the City of Miami ("City") represent collectively $I billion of assessed
value and contribute approximately $10 million in ad valorem tax revenues to the City annually, We
would like to voice our support for the proposed increase in the staffing of the Miami Police Department
("MPD") by an additional 100 police officers,
Over the last decade, our properties have served as both a stabilizing force for the CDB and the
harbinger of the City's potential for growth. The tax base of the CBD now accounts for approximately
65% of the taxable value of the City's tax base, which total value is only exceeded by the total taxable
value of the City and City of Coral Gables. The growth represented in such valuations of the CBD brings
with it opportunities and challenges.
Recent changes within the CBD have created an opportunity for downtown to become a 24-hour
destination with residential, commercial and recreational opportunities for both residents and guests.
With these changes come the challenges including the need to change of the nature of policing services
required to meet the needs of a truly modern downtown. As noted in a January 2013 Resolution adopted
by the Downtown Development Authority ("DDA"), expanded police services are needed to service areas
growing daytime and permanent residential populations. These additional services include: (i) additional
staffing during evening shifts to complement and support the growing nighttime activities within the
CBD; and (ii) AM and PM peak -hour staffing to facilitate the movement of vehicles in and out of the
district.
In closing, we respectfully request that the Commission take all available measures to appropriate
the funding necessary to add an additional 100 officers to the City's police force. Safety is the highest
order concern for both residents, stakeholders, and guests of the City. Per the DDA, the requested
staffing increase will result in an estimated decrease of 2.8% in Pan 1 crimes and a total cost crime
savings of $1 16 million. Any growth or perceived growth in the crime rate will severely retard the
renaissance currently underway within the CBD and adversely impact the City's future economic
prospects.

within and in the immediate vicinity of the Design District located within the City ofMiami ("City") and,
specifically, City Commission Districts 2 and 5. We would like to register our support for the proposed
increase in the staffing of the Miami Police Department ("MPD") by an additional 100 police officers.
Over the last decade, our communities, like many other parts of the City, has served as both a
stabilizing force for and the harbinger of the City's potential for future growth. As a result of the
perseverance and commitment of both residential and commercial property owners alike, and with the
support of the City, the Design District and its surrounding residential communities are on the precipice of
a truly transformational period.
Notwithstanding our tremendous progress realized in recent years, safety remains the highest
order concern of residents, stakeholders, and guests of the City alike. Any increase in crime, whether real
or perceived, threatens the tremendous momentum the Design District and its surrounding residential
communities enjoy at present. Therefore, proposed increases in staffing provides a necessary safeguard
against any potential retreat in the area of public safety that could undermine our communities and the
