A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A SPECIAL REVENUE PROJECT ENTITLED: "2013-2014
MIAMI-METRO HOMELESS ASSISTANCE PROGRAM -SOUTH" AND ACCEPTING
AND APPROPRIATING FUNDS, IN AN AMOUNT NOT TO EXCEED $141,433,
CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT, THROUGH THE MIAMI-DADE COUNTY
HOMELESS TRUST ("TRUST"), FORA TWELVE (12) MONTH PERIOD, TO
PROVIDE OUTREACH, INFORMATION, REFERRAL, ASSESSMENT AND
PLACEMENT SERVICES TO HOMELESS INDIVIDUALS AND FAMILIES IN
MIAMI-DADE COUNTY ALLOCATING THE CITY OF MIAMI'S ("CITY") REQUIRED
MATCHING FUNDS, IN AN AMOUNT NOT TO EXCEED $35,358, FROM THE
MEMORANDUM OF AGREEMENT GRANT ACCOUNT NO.
14800.910501.513000.0000.000000; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF THE GRANT AWARD,
WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL TWELVE (12) MONTH
PERIODS, SUBJECT TO THE TRUST'S FUTURE ALLOCATION AND THE CITY'S
APPROPRIATION OF FUNDS.
WHEREAS, in December 2012, the United States Department of Housing and Urban
Development, through the Miami -Dade County Homeless Trust ("Trust") awarded the Miami Homeless
Assistance Program ("Program") a grant award in the amount of $141,433 ("Grant") for a twelve (12)
month period, to provide outreach, assessment and placement of homeless individuals and families in
Miami -Dade County; and
WHEREAS, the Trust has awarded the Program a similar grant for four (4) consecutive years and
the Program's current request for multiyear renewals of the award will expedite execution and
acceptance of subsequent awards, as the Trust's fiscal year differs from the City of Miami's ("City")
fiscal year; and
WHEREAS, the grant award decreases the need for homeless individuals to travel to the City for
services by providing funding for programs at individuals' location; and
WHEREAS, the City's required matching funds in the amount of $35,358, has been identified from
the "2013 Memorandum of Agreement Grant" Account No, 14800.910501.513000.0000.000000; and
WHEREAS, it is appropriate for the City Manager to: 1) accept the Grant, 2) establish a new
special revenue project for the appropriation of the Grant, and 3) execute an agreement for the
implementation of the Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: "2013-2014 Miami -Metro Homeless Assistance Program -South"
RESOURCES: United States Department of Housing and Urban Development
through Miami -Dade County Homeless Trust $141,433
City of Miami 2013 Memorandum of Agreement Grant $35,358

APPROPRIATIONS: City of Miami Homeless Assistance program for outreach,
information, referral, assessment and placement services to
homeless individuals
$176,791
Section 3. The City Manager is authorized{1} to execute an Agreement, in substantially the
attached form, in order to implement the acceptance of the Grant, with the option to renew for two (2)
additional twelve (12) month periods, with the appropriation of funds subject to Miami -Dade County
Homeless Trust's future allocation.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
