HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13-00996 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED $350,000, AS STATED HEREIN, TO AN EXISTING SPECIAL REVENUE PROJECT ENTITLED "2012-2013 HOMELESS HOTEL/ MOTEL PLACEMENT PROGRAM, FEEDING COORDINATION PROGRAM AND HOMELESS MA'If'IAGEMENT INFORMATION SYSTEM ("HMIS") STAFFING", CONSISTING OF AN EXTENSION OF AN EXISTING GRANT AWARD FROM THE MIAMI-DADE COUNTY HOMELESS TRUST TO CONTINUE PROVIDING HOTEL/MOTEL ACCOMMODATIONS TO HOMELESS FAMILIES, STAFFING FOR HMIS AND FEEDING PROGRAM COORDINATION; AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1 TO THE EXISTING AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE SUBSEQUENT AMENDMENTS AS NEEDED TO THE AGREEMENT BETWEEN MIAMI-DADE COUNTY AND THE CITY OF MIAMI, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE EXTENSION OF THE AGREEMENT AND THE ACCEPTANCE OF SAID GRANT. WHEREAS, the City of Miami ("City") was awarded a grant in the amount of $489,626 for the provision of services of the Miami Homeless Assistance Programs for 2012-2013; and WHEREAS, the Miami -Dade County Homeless Trust ("Trust") and the City's policies do not allow homeless children on the streets and said grant will temporarily lodge homeless families in hotels; and WHEREAS, an unexpected increase in the number of homeless families has exhausted the initial grant amount and the City has been awarded additional monies in excess of the initial grant, in an initial amount of $150,000; and WHEREAS, the Trust has committed to provide any additional funding needed by way of additional amendments to the grant agreement, as the City has predicted that another shortfall of approximately $200,000 will occur towards the end of Fiscal Year 2012-2013; and WHEREAS, it is appropriate for the City Manager to accept the current grant funds, future additional funding and to appropriate said funds to the existing Special Revenue Project entitled "2012 -2013 Homeless Hotel/Motel Placement Program, Feeding Coordination Program- and HMIS Staffing"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The following amendment is adopted and resources are appropriated .as described below: City of Miami Page 1 of 2 File Id: 13-00996 (Version: 1) Printed On: 9/12/2013 File Number: 13-00996 PROJECT TITLE: 2012-2013 Homeless Hotel/Motel, Feeding Coordination Program and HMIS Staffing, Amendment No. 1 RESOURCES: Miami -Dade County Homeless Trust -current appropriation $150,000 Future additional appropriation $200,000 APPROPRIATIONS: Awarding the City of Miami Homeless Assistance Program $350,000 for temporary accommodation of homeless families and HMIS, Feeding Coordination staffing Section 3. The City Manager is authorized {1} to execute Amendment No. 1 to the existing Agreement, in substantially the attached form, for said purpose. Section 4. The City Manager is further authorized {1} to execute subsequent amendments as needed to the Agreement between Miami -Dade County and the City, in a form acceptable to the City Attorney, in order to implement the extension of the Agreement and the acceptance of said grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROVED AS TO FORM AND CORRECTNESS JULIE O. BRU CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
