Local vendor, located at 1440 Lantana Court, Weston, FL.33326, is the sole -source provider of the
Handtevy Pediatric Resuscitation System, for the Department of Fire -Rescue.

The Handtevy Pediatric Resuscitation System is a complete, customized pediatric resuscitation
and drug dosing system that allows a healthcare provider to run a pediatric code from start to
finish. It is created for use by Emergency Medical Service ("EMS") Providers and will be
customized for the City of Miami Department of Fire -Rescue.
Pediatric Emergency Standards, Inc., is still the sole provider of the Handtevy Pediatric
Resuscitation System. They currently have no manufacturer authorized distributors or resellers
that may be able to competitively bid should the City issue an Invitation for Bid ("IFB") to purchase
this product. Furthermore, my investigation has revealed that other government agencies nearby
have procured this same system as a sole source. The Town of Davie confirmed this fact via email
on August 1, 2013 (see Exhibit A to this memo). The City of Pompano Beach made the same
purchase on or around May of this year. Although there was no indication that the purchase was a
sole -source, one may conclude that it was given that their request for approval to buy this system
was brought to the Pompano Beach City Commission on May 14, 2013 (see Exhibit B to this
memo).
Being that no other provider is able to sell the Handtevy Pediatric Resuscitation System, issuing a
competitive solicitation (Invitation for Bid or Request for Proposals) for the purchase of this product
wouldn't be practical for the City. In accordance with Section 18-92(a)(1) of the City of Miami
Procurement Ordinance, sole source awards may be made "Where the compatibility of equipment,
accessories, or replacement parts permits one reasonable source of supply."
Accordingly, pursuant to Section 18-92 of the Code of the City of Miami, I am recommending that
the requirements for competitive sealed bidding be waived, and these findings be approved:
Pediatric Emergency Standards, Inc., a Non -Local vendor, located at 1440 Lantana Court,
Weston, FL 33326, is the sole -source provider of the Handtevy Pediatric Resuscitation System, for
the Department of Fire -Rescue. The terms and conditions of the award have been negotiated so
as to obtain the most favorable terms and conditions, including price, as may be offered to other
customers or clients by Pediatric Emergency Standards, Inc. Funds for this purchase are allocated
from EMS grant dollars received from Miami -Dade County, located in Account Code (PTAEO): 18-
104014 - 03 — 1766 — Equipment — 184010. The total purchase amount will not exceed $36,850.00

EXECUTIVE SUMMARY: The Handtevy Pediatric System enables agencies to treat
proficiently a pediatric patient from start to finish without wasting valuable time
performing mathematical calculations to provide various treatment and/or medications.
This system will help to improve or expand pre -hospital emergency medical services by
reducing pediatric patient morbidity and increasing the efficiency of our fire rescue
personnel when treating a pediatric patient. The Handtevy Pediatric System will be
customized for Davie Fire Rescue Department and all participating agencies. Broward
County will pay the vendor directly for the purchase of the Handtevy Pediatric System.
The term of this agreement is for a period of one (1) year from the date of execution with
a one (1) year extension.

WHEREAS, The Florida Department of Health (DOH) has awarded a grant to
purchase the Handtevy Pediatric System; and
WHEREAS, The Handtevy Pediatric System will help agencies to proficiently
treat a pediatric patient from start to finish; and
WHEREAS, The Handtevy Pediatric System will help reduce valuable time
performing mathematical calculation for treatment and/or medications; and
WHEREAS, The system will also increase efficiency for fire rescue personnel

NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN

SECTION 1. The Town Council authorizes the Mayor or designee to enter into
an agreement with the Broward County for a period of one (1) year effective upon
execution of the agreement and with a one (1) year extension.
SECTION 2. This resolution shall take effect immediately upon its passage
and adoption.

Attached is the EMS County Grant Agreement 13-OMETS-8340(03) and Addendum
for the Handtevy Pediatric System. A Resolution is also attached for City
Commission approval of the Addendum that will allow Pompano Beach to participate
in the grant with the Town of Davie. The Handtevy Pediatric System is the latest
innovation in pediatric emergency medical care that has been proven to be superior- - --
to the currently used Broeslow Pediatric System in both ease of use and accuracy in
determination of patient size specific equipment and medication dosages. This
countywide EMS grant will provide the Handtevy Pediatric System for all frontline
advanced life support units in participating agencies. Pompano Beach will receive a
total of thirteen (13) Handtevy Pediatric Systems under the grant. The individual cost
of each kit is $1,595.00 for a total of $20,735.00 provided to Pompano Beach by the
grant. There is no financial impact to the City of Pompano Beach in accepting this
grant. If we do not accept this grant, we will continue to use the Broselow Pediatric
System until such time that we can budget the necessary funds to purchase this new
system to improve pediatric emergency medical care. Please let me know if you have
