Background of Item:
The Federal Emergency Management Agency, U.S. Department of Homeland Security,
Grants Program Directorate has awarded the "Assistance to Firefighters Grant Award
for Fiscal Year 2023" to the City of Miami Department of Fire -Rescue ("Fire"). This grant
will allow Fire to deliver 32 hours of High -Rise Incident Management System training to
each of the 802 members, purchase supplies and materials, and build training props to
be utilized for said training.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT GRANT FUNDING IN THE AMOUNT OF $1,743,490.90,
WITH A REQUIREMENT FOR CITY OF MIAMI ("CITY") MATCHING FUNDS OF
$174,349.10 FOR A TOTAL OF $1,917,840.00, FROM THE FEDERAL EMERGENCY
MANAGEMENT AGENCY, DEPARTMENT OF HOMELAND SECURITY ("FEMA"),
FOR THE PERIOD BEGINNING SEPTEMBER 26, 2024, THROUGH SEPTEMBER 25,
2026, FOR THE PURPOSE OF DELIVERING HIGH RISE INCIDENT MANAGEMENT
TRAINING TO 802 MEMBERS OF THE DEPARTMENT OF FIRE -RESCUE
("TRAINING"), TO PURCHASE SUPPLIES AND MATERIALS ("SUPPLIES") AND
BUILD PROPS TO BE UTILIZED FOR SAID TRAINING; ESTABLISHING A NEW
SPECIAL REVENUE PROJECT TITLED "ASSISTANCE TO FIREFIGHTERS GRANT
PROGRAM FISCAL YEAR 2023" ("GRANT"); APPROPRIATING FUNDS IN THE
AMOUNT OF $1,917,840.00, CONSISTING OF $1,743,490.90 OF GRANT FUNDING
AND $174,349.10 OF CITY MATCHING FUNDS FROM ACCOUNT NUMBERS

AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND
EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER
TO IMPLEMENT THE ACCEPTANCE AND COMPLIANCE WITH SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of
$1,743,490.90 for the period beginning September 26t", 2024, through September 25th, 2026,
from the Federal Emergency Management Agency ("FEMA"), United States Department of
Homeland Security("DHS"), Grants Program Directorate ("GPD"); and
WHEREAS, as stipulated in the Grant, the Department of Fire -Rescue will utilize said
funds to deliver 32 hours of High -Rise Incident Management System training to each of 802
members and to purchase supplies and materials and build props to be utilized for said training;
and
WHEREAS, the Grant requires matching funds from the City in the amount of
$174,349.10; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant, establish a Special Revenue Account, and further authorize the City Manager
to negotiate and execute any and all necessary documents, including amendments, renewals,
and extensions, all in forms acceptable to the City Attorney, in order to implement the
acceptance and compliance with said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the Grant in the amount of
$1,743,490.90 from FEMA.
Section 3. The following new Special Revenue Project is established, and resources are
appropriated as described below:

Section 4. This appropriation is contingent upon final Grant approval by FEMA, DHS,
and the City Manager's acceptance thereof.
Section 5. The City Manager is further authorized [1] to negotiate and execute any and
all necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, in order to implement the acceptance and compliance with the
Grant.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
