A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO GIVE ALL PERMANENT FULL-TIME CITY OF MIAMI EMPLOYEES
WHO ARE ACTIVE AS OF SEPTEMBER 30, 2013, A ONE-TIME 3% PAY
SUPPLEMENT BASED ON THE EMPLOYEES' BASE SALARY FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 2013, SUBJECT TO COLLECTIVE BARGAINING
AND RATIFICATION BETWEEN THE CITY OF MIAMI AND THE EMPLOYEE
ORGANIZATIONS KNOWN AS THE MIAMI GENERAL EMPLOYEES AMERICAN
FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME),
LOCAL 1907, AFL-CIO; THE FLORIDA PUBLIC EMPLOYEES COUNCIL 79,
(AFSCME), LOCAL 871, AFL-CIO; THE FRATERNAL ORDER OF POLICE, WALTER
E. HEADLEY, JR. (FOP), MIAMI LODGE NO. 20; AND THE INTERNATIONAL
ASSOCIATION OF FIREFIGHTERS (IAFF), AFL-CIO LOCAL 587, OR OTHER
MUTUALLY AGREED UPON COMPENSATION OF EQUAL VALUE SUBJECT TO
RATIFICATION BY THE BARGAINING UNION MEMBERS AND THE CITY
COMMISSION.
WHEREAS, the City Commission would like to give all permanent full-time City of Miami ("City")
employees as of September 30, 2013, a one-time 3% pay supplement based on the employees' base
salary in order to compensate City employees for the years they have endured salary reductions or no
wage increases; and
WHEREAS, the 3% pay supplement will consist of a one-time payment based on the employees'
base salary excluding any other supplements or payment of overtime, and said pay supplement shall
not be pensionable; and
WHEREAS, the City Commission directs the City Manager to collectively bargain with the
employee organizations known as Miami General Employees American Federation of State, County
and Municipal Employees ("AFSCME") Local 1907, AFL-CIO; the Florida Public Employees Council
79, AFSCME LOCAL 871; Fraternal Order of Police, Walter E. Headley, Jr. ("FOP"), Miami Lodge No.
20 and the International Association of Firefighters ("IAFF"), AFL-CIO Local 587 in order to effectuate
this pay supplement, or other mutually agreed upon compensation of equal value; and
WHEREAS, the 3% pay supplement is subject to ratification by the bargaining unit members of
AFSCME Local 1907, AFSCME Local 871, FOP and IAFF and the City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals contained in the Preamble to this Resolution are adopted by reference and
incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized{1} to give all permanent full-time City employees who
are active as of September 30, 2013, a one-time 3% pay supplement based on the employees' base

salary for the Fiscal Year ending September 30, 2013, subject to the collective bargaining and
ratification between the City and the employee organizations known as AFSCME Local 1907, AFSCME
Local 871, FOP and IAFF, or other mutually agreed upon compensation of equal value subject to
ratification by the bargaining union members and the City Commission.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
