Subject: Chief Fire Officer, Captain and Lieutenant Examination Processes
Purpose of Item:
A Resolution of the Miami City Commission, to authorize the City Manager to execute a Professional Services
Agreement "Agreement", in substantially the attached form, with EB Jacobs, LLC, the selected firm pursuant
to Request for Proposal ("RFP") 316283, to provide and administer the promotional examination processes for
the classification of Chief Fire Officer, Captain and Lieutenant, for a period of four (4) years with the option to
renew for two (2) additional two (2) year periods. Allocating funds from the various sources of funds of the
user department, subject to availability of funds and budgetary approval.
The City's Purchasing Department issued Request for Proposals No. 316283 to secure a provider to perform
these Services. Resolution No. 12-0285, adopted on July 26, 2012, accepted the Evaluation Committee's
recommendation and authorized negotiations with the top ranked firm, EB Jacobs, LLC, to provide and
administer the promotional examination processes for the classification of Chief Fire officer, Captain and
Lieutenant.
Negotiations have been successfully completed and the negotiated Agreement with EB Jacobs, LLC, setting
forth the terms and conditions for said services to be provided, is now being recommended for approval.
