Subject: Police Captain and Sergeant Examination Processes, RFP No. 348322
Purpose of Item:
A Resolution of the Miami City Commission, accepting the recommendation of the City Manager approving'
the findings of the Evaluation Committee, pursuant to Request for Proposals ("RFP") 348322, to provide and
administer the promotional examination processes for the classifications of Police Captain and Sergeant.
Further, authorizing the City Manager to negotiate and execute a Professional Services Agreement ("PSA") in
substantially the attached form, with EB Jacobs, LLC, for a period of two (2) years with the option to renew for
three (3) additional two (2) year periods. Allocating funds from the various sources of funds of the user
department, subject to availability of funds and budgetary approval at the time of need.
Background Information:
The City of Miami Department of Human Resources is in need of securing a contract to provide and administer
the promotional examination processes for the classifications of Police Captain and Sergeant. Request for
Proposals No. 348322 was issued on December 19, 2012 to secure a provider to perform these Services. As
required by the City's Procurement Code, the RFP was advertised and issued online. On January 15, 2013, a
total of three (3) proposals were received.
The Committee appointed by the City Manager met on February 4, 2013 for review and evaluation of the
proposals and, based on the RFP's requirements, recommended that the City Manager negotiate and execute a
PSA with the highest ranked firm EB Jacobs, LLC. Should negotiations fail with the highest ranked firm, the
Committee further recommended that the City Manager be authorized to negotiate and execute a PSA with the
second highest ranked firm I/O Solutions, Inc. Should negotiations fail with the second highest ranked firm,
the Committee further recommended that the City Manager be authorized to reject all proposals and issue a
new RFP solicitation. Total estimated average annual amount is $121,421.00.
