Subject: Tactical Diversion Task Force Agreement between the City of Miami Police Department, and
the United States Department of Justice, Drug Enforcement Administration
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), authorizing the City Manager to
execute annual Tactical Diversion Task Force Agreements with the United States Department of
Justice, Drug Enforcement Administration (DEA), as requested, for the police department's continued
participation on the Tactical Diversion Squad Task Force; further authorizing the City Manager to
designate the Chief of Police to execute any other necessary documents in order to implement the
acceptance of any reimbursement funds.

ATTACHMENT
There is evidence that trafficking in controlled substance pharmaceuticals and/or listed chemical exists
in the South Florida area and that such illegal activity has a substantial and detrimental effect on the
health and general welfare of the people of Broward, Miami -Dade and Palm Beach Counties.
The DEA is authorized to enter into this cooperative agreement concerning the use and abuse of
controlled substances under the provisions of 21 U.S.C. § 873. Therefore, the City of Miami entered
into an agreement with the DEA in November 2011 and October 2012 for the Miami Police
Department's sworn member(s) participation on the Tactical Diversion Squad Task Force.
In order for the respective governments to continue their responsibility of investigating, disrupting and
dismantling individuals and/or organizations involved in the trafficking of controlled pharmaceuticals
and/or listed chemicals, it is necessary for these participating governmental agencies to execute annual
agreements, as requested by the DEA.
During the period of assignment to the Tactical Diversion Squad Task Force, the City of Miami will be
responsible for establishing the salary and benefits, including overtime, of the officer(s) assigned to the
Task Force, and for making all payments due to them. DEA will, subject to the availability of funds,
reimburse the City for overtime payments up to a yearly sum of $17,202.25, per officer.
Below is the expenditure/reimbursement history for this task force:
Overtime expenditures January 28, 2012, through June 29, 2013 is $18,625.17
Overtime reimbursement received as of June 29, 2013 .... _ $.15,791.57
Reimbursement claim pending to be paid as of June 29, 2013 = $ 2,833.60
