HomeMy WebLinkAboutR-24-0402City of Miami Resolution R-24-0402 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 16710 Final Action Date: 10/15/2024 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT FUNDING IN THE AMOUNT OF $1,536,884.00 FROM THE DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY ("FEMA") FOR THE PURPOSE OF PROVIDING ADMINISTRATIVE AND PROGRAM MANAGEMENT, TRAINING, SUPPORT, EQUIPMENT CACHE PROCUREMENT, MAINTENANCE, AND STORAGE FOR THE SOUTH FLORIDA URBAN SEARCH AND RESCUE ("USAR") PROGRAM ("GRANT"); ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FISCAL YEAR 2024 — DEPARTMENT OF HOMELAND SECURITY FEMA - USAR COOPERATIVE AGREEMENT"; APPROPRIATING THE GRANT FUNDS TO THE CITY OF MIAMI DEPARTMENT OF FIRE -RESCUE FOR THE FLORIDA TASK FORCE 2 USAR PROGRAM ("FL-TF2"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT. WHEREAS, the City of Miami ("City") has been awarded a grant from the Department of Homeland Security, Federal Emergency Management Agency ("FEMA"), in an amount not to exceed $1,536,884.00 ("Grant"); and WHEREAS, said Grant award will be used by the City's Department of Fire -Rescue ("Fire -Rescue") to provide the administration and program management for the provisions of training, support, equipment cache procurement, maintenance, office space, and storage space for the Florida Task Force 2 Urban Search and Rescue ("FL-TF2 USAR") Program; and WHEREAS, no match funds are required from the City; and WHEREAS, the Grant period begins September 1, 2024, and ends on August 31, 2027; and WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept the Grant, establish a Special Revenue Project, and further authorize the City Manager to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement acceptance of and compliance with said Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 2. The City Manager is authorized' to accept the Grant in the amount of $1,536,884.00 from FEMA to be used by Fire -Rescue to provide administration and program management, training, support, equipment cache procurement, maintenance, office space, and storage space for the FL-TF2 USAR Program. Section 3. The following Special Revenue Project is established, and resources are appropriated as described below: FUND TITLE: Fiscal Year 2024 - Department of Homeland Security — FEMA — USAR Cooperative Agreement RESOURCES: FEMA GRANT FUNDING $1,536,884.00 APPROPRIATIONS: $1,536,884.00 Section 4. The City Manager is further authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance of and compliance with the Grant. Wyng IIQ, C ty ttor -y 10/1/2024 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
