RESOLULTION
Red Light Cameras Save Lives
A RESOLUTION OF THE BRICKELL HOMEONWERS ASSOCIATION URGING THE MIAMI
CITY COMMISSION TO TAKE ALL STEPS NECESSARY TO ENSURE THE CONTINUATION
OF THE RED LIGHT CAMERA PROGRAM IN THE CITY OF MIAMI.
WHEREAS, red light cameras have been instrumental in curbing the behavior of
aggressive and careless drivers; and
WHEREAS, changing driver behavior reduces the running of red lights making Miami
safer for pedestrians, runners, bicyclists, and other motorists; and
WHEREAS, a monetary fine for running red lights acts as a disincentive to aggressive
or careless driving; and
WHEREAS, the City of Miami Police Department is currently short staffed; and
WHEREAS, the red Tight camera program frees up Police resources by automating the
enforcement of traffic infractions that would otherwise be done by an officer;
and
WHEREAS, absent the cameras, the already short-staffed Police Department would
have to divert officers away from handling more seriouscrimes; and
WHEREAS, red Tight cameras are a useful law enforcement tool, not only for their
stated purpose, but additionally for helping to solve other crimes through
video surveillance; and
WHEREAS, the City has budgeted in reliance of the revenue the red light cameras
produce; and
WHEREAS, a sudden loss in anticipated revenue could further reduce key City
services, notably Police staffing and enforcement; '
THEREFORE BE IT RESOLVED, that the Brickell Homeowners Association, with all due
haste, urges the City of Miami Commission,. Mayor Regalado and City Manager
Johnny Martinez to take all steps necessary to ensure the continued functionality of
the red light camera program to benefit all the citizens of Miami.

A RESOLUTION OF GOLDEN PINES NEIGHBORHOOD ASSOCIATION SUPPORTING THE
CONTINUATION OF THE RED LIGHT CAMERA PROGRAM IN THE CITY OF MIAMI
WHEREAS, traffic safety laws are established to keep people safe on our roads; and
WHEREAS, the increased enforcement of those laws deters reckless driving that place people at
risk of injury or death; and
WHEREAS, by enforcing redlights, we are not taking away any rights from drivers. Rather, we
are simplyasking them to obey the laws they agreed to follow when they received their drivers'
licenses; and
WHEREAS, red light cameras are a useful law enforcement tool for helping to solve other crimes
through video surveillance; and
WHEREAS, the use of red lighttraffic cameras reduces the running of red lights making Miami
safer for pedestrians, runners, bicyclists, and other motorists; and
WHEREAS, absent the cameras, the already short-staffed Police Department would have e to

THEREFORE BE IT RESOLVED, that the Golden Pines Neighborhood Association urges the City of

I write today in support of continuing the city's red light camera program. As president of the University
of Miami, I am proud of the great relationships this university shares with the surrounding community
and what we have achieved together. One of these important partnerships involves our joint commitment
towards enhancing public safety in the city of Miami, and working to reduce red light running collisions
at the city's intersections.
According to the National Highway Traffic Safety Administration, Florida is ranked as the third most
deadly state in the nation for red light running related collisions. Red light cameras are proven to work
and have improved public safety throughout the state. Since the implementation of red light cameras in
Florida, the state has seen a 56% reduction in total crashes at intersections with cameras.
As you know, the Florida Legislature passed the Mark Wandall Traffic Safety Act in 2010, establishing
uniform standards for the operation of red Iight cameras. Included in the legislation was a provision
specifying that $10 from every payment of a red light running violation fine would go towards funding
level 1 trauma centers throughout the state, and $3 from every paid fine would go towards funding
research at the Miami Project to Cure Paralysis.
This funding has proven to be an important part of the success we have had as a University. Staffed by the
faculty of the University of Miami Leonard M. Miller School of Medicine, Ryder Trauma Center at
Jackson Memorial Hospital treats an average of 3,500 people per year, and is the only Level 1 adult and
pediatric trauma center in Miami -Dade County. Ryder receives more red light safety camera funding than
any other hospital in the state. Similarly, the more than $4.4 million dollars received by our very own
Miami Project to Cure Paralysis has allowed this world -class research facility to embark on clinical trials
of paralysis cures that otherwise would not have been possible.
On behalf of allof us at the University of Miami, I ask that you continue with this life saving program
that is not only working to reduce collisions and make roads safer, but also provides valuable funding for
our hospitals and groundbreaking research. I look forward to your support on this critical issue.

Green Mobility Network supports the use of red light cameras to help reduce the terrible dangers South Florida streets,
especially to bicyclists and pedestrians.
Florida has the worst death rate in the country for pedestrians and bicyclists and the Miami area ranks among the worst
metropolitan areas along with other Florida areas. Recent police operations in Miami confirm how few motorists respect
pedestrian crosswalks. We desperately need to reduce deaths and injuries on our streets. Red light running is especially
dangerous to people who are walking and bicycling without a cars metal armor.
Red light cameras can be effective deterrents to careless driving. They should be used as much as possible to protect
people and make our roads more civilized.

Hi Frankie,
My name is Kirsty and I'm a semi -regular Brickell run clubber, as well as being a Neuroscientist Researcher at the
University of Miami. I work on Spinal Cord and Traumatic Brain Injury. As part of my work I was informed yesterday
that the City of Miami is meeting this Thursday morning at 10am (Miami City Hall in Coconut Grove) to consider
removing the Red Light Cameras from all intersections in Miami. Since these red light cameras were installed there have
been fewer accidents, which impacts both drivers and pedestrians, including of course, runners. Further to improving
road safety, a large amount of the money collected from the red light camera tickets goes directly to trauma hospital
centers and clinical research for traumatic injuries. Everyone in my department (the Miami Project to Cure Paralysis) will
be attending this meeting on Thursday to oppose the removal of these cameras and 1 am hoping to engage the running
community about this issue. If possible I am wondering whether you might be able to inform all your runners about this
meeting and ask people to attend if possible?
Personally, I cannot understand how the Commissioners could ever consider removing red lightcameras, especially in
Miami (l). It's already dangerous enough running through Brickell and I can't image whatit would be like without red
light cameras. Seriously scary.

Friends,
Our streets are about to become more dangerous for our children, mothers, fathers,
daughters, sons and friends and in addition, The Miami Project is about to lose a major
source of funding (millions) if we do not act NOW!!! We need your help today! We are
asking all our friends, regardless of whether you live in the City of Miami or not, to call
the offices of the 5 Miami City Commissioners to tell them that RED LIGHT CAMERAS
save lives, prevent traumatic injuries and help fund our state's trauma centers and
cutting edge spinal cord and brain trauma research at The Miami Proiect. Red Light
cameras are behavior modifiers and are effective. Please take a few minutes to call
ASAP.
The City of Miami Commission is meeting this Thursday morning at 10AM to discuss
whether Red Light Cameras shall be continued or cut off. If the cameras are cut off, not
only will more lives be lost but', this will eliminate a major funding source for our Miami
Project research and clinical programs.
Please call and e-mail the offices of each of the commissioners and let them know that
you live, work and travel in the City of Miami and that you want them to support the
continued use of red light cameras which make our city a safer place to live, work and
play for all whether they actually live in the City or simply come there for business and
pleasure. Please urge your family and friends to take action now.

We are pleased to announce Don Shula, NFL Hall of Fame Coach, and Emilio Estefan,
Grammy award -winning musician and producer, have partnered with Marc Buoniconti
and The Miami Project to Cure Paralysis to raise awareness for the dangers of red-light
running. Shula, Estefan and The Miami Project to Cure Paralysis share their support for
red-light safety cameras as proven tools to help reduce life -threatening collisions and

"Red-light running has become an epidemic of sorts in Florida, with 350 resulting
fatalities from 2007 to 2011 and thousands more injured," said Marc Buoniconti. One
person is killed each week in Florida from red-light running according to the National
Highway Traffic Safety Administration. Additionally, red-light running accidents result in
some of the most dangerous crashes, such as the extremely deadly right-angle crash,
but red-light cameras are proven to help prevent these types of accidents.
Thanks to red light safety cameras, drivers are changing their behavior and reducing the
number of violations and collisions. The Red Light Camera Bill passed by the State of
Florida contributes funding from each ticket citation to fund Level 1 Trauma Centers
throughout the State of Florida and the research at The Miami Project to Cure Paralysis.

As a rtumer, co-founder of the Miami Marathon and humbly proud resident of Miami, I write to you to
encourage the City of Miami to consider implementing any and all crucial life-saving and traffic safety
measures and technology available at road intersections.
It is my understanding that Miami has one of the highest vehicular accident rates in the country, therefore, when
one combines that statistic with the rapidly increasing popularity of running in our community the immediate
impact on pedestrian safety could be considerably negative. As runners we believe that our community's leaders
should do what is reasonably necessary to protect, promote and enhance the safe sharing of our streets amongst
vehicles, cyclists and pedestrians. If one of those measures that increases safety is photo enforcement at our
intersections, as most studies seem to prove, then we strongly urge the City of Miami to consider their
installation. There is little denying that photo enforcement encourages motorists to approach intersections at
lower speeds and with greater attention resulting in a diminished likelihood of a runner, cyclist or vehicle being
involved in a tragic accident. We hope and urge that the City of Miami will install the appropriate life-saving
photo enforcement technology at its intersections soon.
