WHEREAS, red light cameras have been instrumental in curbing the behavior of aggressive and careless drivers; and WHEREAS, changing driver behavior reduces the running of red lights making Miami safer for pedestrians, runners, bicyclists, and other motorists; and WHEREAS, a monetary fine for running red lights acts as a disincentive to aggressive or careless driving; and WHEREAS, the City of Miami Police Department is currently short staffed; and WHEREAS, the red Tight camera program frees up Police resources by automating the enforcement of traffic infractions that would otherwise be done by an officer; and WHEREAS, absent the cameras, the already short-staffed Police Department would have to divert officers away from handling more seriouscrimes; and WHEREAS, red Tight cameras are a useful law enforcement tool, not only for their stated purpose, but additionally for helping to solve other crimes through video surveillance; and WHEREAS, the City has budgeted in reliance of the revenue the red light cameras produce; and WHEREAS, a sudden loss in anticipated revenue could further reduce key City services, notably Police staffing and enforcement; ' THEREFORE BE IT RESOLVED, that the Brickell Homeowners Association, with all due haste, urges the City of Miami Commission,. Mayor Regalado and City Manager Johnny Martinez to take all steps necessary to ensure the continued functionality of the red light camera program to benefit all the citizens of Miami. A RESOLUTION OF GOLDEN PINES NEIGHBORHOOD ASSOCIATION SUPPORTING THE CONTINUATION OF THE RED LIGHT CAMERA PROGRAM IN THE CITY OF MIAMI WHEREAS, traffic safety laws are established to keep people safe on our roads; and WHEREAS, the increased enforcement of those laws deters reckless driving that place people at risk of injury or death; and WHEREAS, by enforcing redlights, we are not taking away any rights from drivers. Hannon I write today in support of continuing the city's red light camera program. As president of the University of Miami, I am proud of the great relationships this university shares with the surrounding community and what we have achieved together. One of these important partnerships involves our joint commitment towards enhancing public safety in the city of Miami, and working to reduce red light running collisions at the city's intersections. According to the National Highway Traffic Safety Administration, Florida is ranked as the third most deadly state in the nation for red light running related collisions. Red light cameras are proven to work and have improved public safety throughout the state. Since the implementation of red light cameras in Florida, the state has seen a 56% reduction in total crashes at intersections with cameras. As you know, the Florida Legislature passed the Mark Wandall Traffic Safety Act in 2010, establishing uniform standards for the operation of red Iight cameras. Included in the legislation was a provision specifying that $10 from every payment of a red light running violation fine would go towards funding level 1 trauma centers throughout the state, and $3 from every paid fine would go towards funding research at the Miami Project to Cure Paralysis. This funding has proven to be an important part of the success we have had as a University. Staffed by the faculty of the University of Miami Leonard M. Miller School of Medicine, Ryder Trauma Center at Jackson Memorial Hospital treats an average of 3,500 people per year, and is the only Level 1 adult and pediatric trauma center in Miami -Dade County. Ryder receives more red light safety camera funding than any other hospital in the state. Similarly, the more than $4.4 million dollars received by our very own Miami Project to Cure Paralysis has allowed this world -class research facility to embark on clinical trials of paralysis cures that otherwise would not have been possible. On behalf of allof us at the University of Miami, I ask that you continue with this life saving program that is not only working to reduce collisions and make roads safer, but also provides valuable funding for our hospitals and groundbreaking research. Florida has the worst death rate in the country for pedestrians and bicyclists and the Miami area ranks among the worst metropolitan areas along with other Florida areas. Recent police operations in Miami confirm how few motorists respect pedestrian crosswalks. We desperately need to reduce deaths and injuries on our streets. Red light running is especially dangerous to people who are walking and bicycling without a cars metal armor. Red light cameras can be effective deterrents to careless driving. They should be used as much as possible to protect people and make our roads more civilized. I work on Spinal Cord and Traumatic Brain Injury. As part of my work I was informed yesterday that the City of Miami is meeting this Thursday morning at 10am (Miami City Hall in Coconut Grove) to consider removing the Red Light Cameras from all intersections in Miami. Since these red light cameras were installed there have been fewer accidents, which impacts both drivers and pedestrians, including of course, runners. Further to improving road safety, a large amount of the money collected from the red light camera tickets goes directly to trauma hospital centers and clinical research for traumatic injuries. Everyone in my department (the Miami Project to Cure Paralysis) will be attending this meeting on Thursday to oppose the removal of these cameras and 1 am hoping to engage the running community about this issue. If possible I am wondering whether you might be able to inform all your runners about this meeting and ask people to attend if possible? Personally, I cannot understand how the Commissioners could ever consider removing red lightcameras, especially in Miami (l). It's already dangerous enough running through Brickell and I can't image whatit would be like without red light cameras. Seriously scary. Thanks for any help you feel you can provide. It is my understanding that Miami has one of the highest vehicular accident rates in the country, therefore, when one combines that statistic with the rapidly increasing popularity of running in our community the immediate impact on pedestrian safety could be considerably negative. As runners we believe that our community's leaders should do what is reasonably necessary to protect, promote and enhance the safe sharing of our streets amongst vehicles, cyclists and pedestrians. If one of those measures that increases safety is photo enforcement at our intersections, as most studies seem to prove, then we strongly urge the City of Miami to consider their installation. There is little denying that photo enforcement encourages motorists to approach intersections at lower speeds and with greater attention resulting in a diminished likelihood of a runner, cyclist or vehicle being involved in a tragic accident.
