HomeMy WebLinkAboutPre-LegislationCity of Miami Legislation Resolution: R-13-0216 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13-00618 Final Action Date:6/13/2013 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE PURCHASE AND RESERVATION OF FIFTEEN (15) SHELTER BEDS AT A COST OF $33, PER BED PER DAY, FOR A PERIOD OF ONE (1) YEAR AND FOUR (4) MONTHS, FOR ATOTAL OF $240,297.75; ALLOCATING FUNDS FROM THE PROJECTED FISCAL YEAR 2012-2013 BUDGET SURPLUS, SUBJECT TO THE AVAILABILITY OF FUNDS AND THE CONCOMITANT PURCHASE OF EIGHTY-FIVE (85) SHELTER BEDS WITHIN THE CORPORATE LIMITS OF THE CITY OF MIAMI BY THE MIAMI-DADE HOMELESS TRUST; URGING THE MIAMI-DADE HOMELESS TRUST TO PURCHASE AND RESERVE SAID SHELTER BEDS IN THE CITY OF MIAMI; DIRECTING THE CITY CLERK TO TRANSMITA COPY OF THIS RESOLUTION TO THE MIAMI-DADE HOMELESS TRUST. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The purchase and reservation of fifteen (15) shelter beds at a cost of $33, per bed per day, for a period of one (1) year and four (4) months, for a total cost of $240,297.75, is authorized, with funds allocated from the projected Fiscal Year 2012-2013 budget surplus, subject to the availability of funds and the purchase of eighty-five (85) shelter beds within the corporate limits of the City of Miami by the Miami -Dade Homeless Trust. Section 2. The Miami City Commission urges the Miami -Dade Homeless Trust to purchase said shelter beds in the City of Miami. Section 3. The City Clerk is directed to transmit a copy of this resolution to the Miami -Dade Homeless Trust. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1) If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. City of Miami Page 1 of 1 File Id: 13-00618 (Version: 2) Printed On: 7/16/2013 EXCERPT MIAMI-DADE COUNTY HOMELESS TRUST BOARD MEETING MINUTES FOR JULY 1, 2013 Agenda Item III (d) 3:02:54 Mayor Regalado made a motion that the Homeless Trust accept the money from the City of Miami with the caveat that either the board finds the money, or that the additional beds that this budget has, be designated for the City of Miami Homeless Program. Mayor Regalado further added that the City said they would fund 15 beds and asked the Trust to designate the amount of beds the City could get with their money to get to 100 beds for the City with .the Trust's funding. Mr, Book stated that as much as he appreciates Mayor Regalado's participation, the Board cannot do what the City of Miami has proposed. 3:04:54 Mr. Book noted that the beds to be funded would not be shelter beds or part of an arrest and release, revolving door program. 3:05:53 Mr. Book stated that the Homeless Trust would offer the City to take the City's money and issue one Request for Proposals (RFP) and, as historically done (using census numbers for the City for the last count and next count), would allocate beds proportionately for the City. He added that the number for the City is not likely to be 85; it is likely to be between 56-61 emergency housing beds funded by the Trust. 3:06:49 Mr. Book further explained that the Board cannot create or support a new policy on the allocation of beds...that the [proportionate allocation) is consistent with what has been done with the City going back a long time. 3:07:17 Mayor Regalado stated that the intent of City of Miami Commission resolution was to have the Homeless Trust be in charge of the process for the RFP for the use of the money. ***** 3:07:49 Mayor Regalado added that this is a cry for help from the City that needs to be addressed sooner or later, but that the long term process is understood. He further stated that if the City can get 50-65 beds dedicated to the City of Miami, and if that is what it takes to get something done with chronic homeless, that he believed that the City Commission would support that and would release the money. 3:09:40 Mr. Book noted that between the City -funded and Trust -funded beds, the City would likely get around 85 beds total. 3:10:24 Mr. Sergio Torres, Miami Homeless Assistance Programs, was asked by the Mayor if this would make a difference, to which he replied that if they were given the resources it would make a difference. 3:11:35 Ms. Fernandez clarified that the beds could be used to serve both chronic and non -chronic persons, as the system is designed to assist everyone, including those that call the Helpline. * * * * * 3:12:36 Mr. William Plasencia, Commissioner Sarnoff.'s. Office, asked and received clarification that the 50-60 beds funded by the Trust would be in addition to what could be purchased with the City of Miami's money... It was further clarified that the matter of how many beds were funded would be a function of how competitive the process would be. 3:14:35 Mr. Book clarified that 100% of beds funded with the money from the City of Miami would be used only for City of Miami clients, and added that the commitment from the City should be a recurring commitment. ***** 3:17:45 Mr. Book restated Mayor Regalado's initial motion to allocate proportionately, within existing policy (as previously done based on our census numbers) the approximately 98 beds to be funded by the Homeless Trust, plus the beds funded with City of Miami funds, contingent on the City of Miami providing the funds to the Trust, to the City of Miami for use. The motion was seconded by Mr. Alonso. All members present approved the motion set forth unanimously.
