The mission of the Wynwood Business Improvement District is to builu upon vvynwood's role
as a globally -recognized center for art and culture with visibly clean and safe streets that
facilitate an improved pedestrian experience through a vibrant and colorful physical space.
BUSINESS IMPROVEMENT DISTRICT
BIDs are economic development organizations that deliver public services to
specific neighborhoods to supplement the bundle of public services provided
by the government. They are formed with the active participation of property
owners within a defined geographic area.
For the past ten years, property owners and businesses have transformed Wynwood into a
viable pedestrian walking district. It has converged art, fashion and technology to create a hub that
is recognized on a global scale. Developers, artists and community members have worked
together to create the Wynwood of today. Now it's time to form a more cohesive vision to create the
Wynwood of tomorrow, together with the economic resources to make that vision a reality.
That vision starts with the establishment of a Business Improvement District (BID).
Economist magazine describes BIDs as potentially "the best hope for getting parts of America's
cash -strapped cities working again."
In a time when municipal governments, like the City of Miami, are confronting complex problems with
insufficient finances, BIDs give power to property owners to identify a district's needs and actively
address those needs with a pool of financial resources. More than 1,200 BIDs now exist in North
America — serving cities small, medium and large. Locally, Coconut Grove and Coral Gables have
formed and implemented successful BIDs.
For Wynwood, this means fixing some of the pressing issues that have hindered its progress,
including security, sanitation and lighting. The BID, representing a 47-block area, will provide a
unified force to advocate on behalf of the neighborhood to help Wynwood reach its full potential. A
potential that research has shown will positively affect property owners, residents and community
members.
BIDs HAVE A SIGNIFICANT IMPACT ON COMMERCIAL PROPERTY VALUES
In a New York City study, the value of commercial property within a BID increased by about
15 percentage points more on average than comparable properties in the same neighborhood but
outside the BID's boundaries.

ADVOCATING FOR WYNWOOD
The BID will advocate for the district in a unified voice to establish a positive and productive
relationship with the City of Miami and Miami -Dade County.
• The Wynwood BID will partner with the departments of the City to ensure that basic services
are provided in a timely and effective manner as delineated in the Baseline of Services. This
will include such standard services as mechanical truck sweeping, hand sweeping of sidewalks
and gutters, "graffiti busters", and police coverage.
• On a routine basis, the Wynwood BID will provide to the City Public Works Deptartment
photos and addresses of damaged sidewalks in need of repair.
• The Wynwood BID will work with the City Capital Improvements Department to implement the
next generation of sidewalks to increase Wynwood's walkability.
• The Wynwood BID will work with the City of Miami to explore programs and initiatives to enhance
the landscaping of the District to get beyond the "bare concrete look" of the area.
• The Wynwood BID will advocate for the purchase and installation of human scale street lamps in
Wynwood — the City currently does it for other commercial districts. The tall cobra lamps currently in
place in Wynwood were originally designed for highway usage, and may have been serviceable for
a warehouse district. They are absolutely the wrong lighting for a pedestrian district.
• The Wynwood BID will monitor the street lamps which are not working and report outages to the
appropriate departments — City, FPL, or County — for proper replacement of bulbs.
• The BID will advocate for transportation solutions, including bike lanes, bike racks, car sharing,
transit stops, and more visible signage.

Wynwood is changing - quickly. The City has not thoroughly reassessed the area so it is still
seen as a warehouse district in relation to City services provided. These limited services no
longer make sense for this thriving neighborhood. The BID will resolve issues by effectively
communicating as a single voice on behalf of Wynwood to the City and Miami -Dade County.
The BID will also undertake enhancements and improvements that the City cannot dedicate
time, money and effort to, including:
SECURITY
The district is becoming increasingly more pedestrian, with a growing need for more bicycle
and walking -based protection. The Wynwood BID will supplement City provided services so
that the district will be safer, which will encourage business growth and increase the number
of visitors to the area.

BIDs CAN REDUCE CRIME
The incidence of violent crimes between 1994 and 2005 and the
implementation of 30 BIDs in Los Angeles neighborhoods was
analyzed. The findings: implementation of a BID was associated
with a 12% reduction in the incidence of robbery and an 8% reduction
in the total incidence of violent crimes.

When the Coconut Grove BID instituted a targeted supplemental security strategy, it immediately
became the only commercial district in the City of Miami with a reduced crime rate, recognized
as one of the 30 safest commercial areas in America.

SANITATION
The Wynwood BID will extensively supplement sanitation services in the district. Wynwood
needs a strong and experienced sanitation team. Streets and sidewalks in Wynwood are dirty
and largely unaddressed by the City. Some portions of the sidewalks are in desperate need of
repair. Pressure cleaning will also be a priority for the district.
The Wynwood BID will further request that the City provide 12 trash receptacles for NW 2
Avenue, and request that the City collect the trash on a daily basis from this commercial area
just as it does in other areas of the City. In exchange for an agreement with the City that trash
will be collected daily, the BID will purchase and put in place an additional 24 trash receptacles
in its first year.
ONE MAN'S TRASH IS ANOTHER MAN'S TREASURE
In Wynwood, trash cans won't be just functional. They can be a canvas for
creativity. The BID will propose a collection of artist -designed cans that fit into
the colorful streetscape.

SEE THE LIGHT
LIGHTING
In order to improve sidewalk visibility at night, while illuminating the vibrant art that defines the
community, The Wynwood BID will initiate a program to raise funds for increased lighting to be
placed on the sides of Wynwood's buildings. This will further expand Wynwood's reach as a
24-hour-per-day living, outdoor musuem. Grant possibilities will be explored at the federal level
to determine the possibility of using solar energy for this purpose. The BID will partially fund
the property owner's costs of installing down lighting on the sides of their buildings.
Additionally, between 30-50% of the cobra street lamps in Wynwood are currently not functioning.
Under the current plan, street lamps are not repaired until they are reported to the correct
office. The Wynwood BID staff will work to create a more efficient and continuous reporting
program to minimize the number of street lamps in disrepair.
• Improved lighting deters potential offenders by increasing the risk that they will be
seen or recognized when committing crimes.
• Improved lighting can encourage more people to walk at night, which would increase
informal surveillance.

PARKING
The Wynwood BID will seek out and suggest parking solutions for the Wynwood district. Parking
should focus on convenience and service to customers and the generated revenue should, as
allowed by State statute, provide for improvements to the Wynwood district.
PLANNING & ZONING
Through either a special area plan initiative or a coordinated legislative effort, the Wynwood
BID will invest funds into an effort to correct those oversights in the Miami 21 zoning code
which stunt and slow appropriate mixed -use development in the Wynwood district, including
restrictions on residential and hospitality uses, as well as overly burdensome parking requirements,
SIGNAGE
In concert with the Wynwood Arts District Association, the Wynwood BID will develop, install, and
maintain Wynwood-style signage that clearly defines the art district's boundaries. The BID will also
work to develop and install pedestrian signage that directs people to Wynwood attractions and
enables visitors to navigate the district.
EVENTS
In discussion with the galleries and commercial businesses in the district, The BID will partner with
the Wynwood Arts District Association and use funds to host, develop, and nurture new events that
will both appeal to residents and draw visitors to the area. It will further support street activities in an
attempt to reinvigorate the pedestrian shopping and dining atmosphere.
ARTS
The BID will seek to facilitate and organize the outdoor murals and foster cooperation between the
district's respected galleries and artists. At the heart of this effort, in coordination and leadership, will
be the establishment of an Art Curator, as a BID paid staff member. The BID will make the neighborhood
an outdoor museum, curated, thorough, and accessible with a goal of making the excitement of Art
Basel and Second Saturday a greater part of everyday life in Wynwood.
ACTIVITIES
Through partnership with the Wynwood Arts District Association, the Wynwood BID will seek
to secure private sector and foundation grants deemed appropriate for expanded placemaking
activities.

BID GUIDELINES
• • The Wynwood BID will be established by a resolution of the City of Miami's City Commission
on April 11, 2013, and will be brought into existence by a 50°/0 plus one vote of affected

• The Wynwood BID will be a dependent organization established as a Board of the City
of Miami, and will be subject to the Sunshine Laws of the State of Florida.
• The annual Wynwood BID budget will be submitted for approval in a timely manner to the City
of Miami's City Commission.
• The Wynwood BID will conduct an annual audit and will provide it to the City of Miami in a
timely fashion.
• • The Wynwood BID will work in partnership with WADA, a 501(c)3 organization, for purposes
• of procuring grants from the public and private sector that support placemaking in the com-
• mercial Wynwood neighborhood.
• • The Wynwood BID will have a sunset provision of 10 years. At that time, in order for the BID
• to continue, there must be another vote held among affected property owners. This vote must
• result in a minimum of 50% plus one in order to continue the BID.
•
• • If at any point in the first 10 years, there is a desire to increase the number of properties
• included in the Wynwood BID, there must be a vote by all the affected property owners (not
• just new property owners). If the vote is successful at a level of 50% plus one, the BID will be
• expanded. If the vote does not succeed, the only result is that the expanded BID will not come
• into existence. In the event of an unsuccessful vote to expand the Wynwood BID, the original
• BID will not be dissolved; it will remain in effect for the duration of its 10 year term.
•
• • In each year of its existence, the BID will undertake a "baseline of services" review in cooperation
• with the City of Miami's City Manager. This will allow the BID to monitor City provided services
• and ensure that these services are not being reduced as a result of the supplemental services
being provided by the BID. During the first two years of its existence, the BID will conduct a
• "baseline of services" analysis every six months to give the City the opportunity to reevaluate
• Wynwood as an evolving pedestrian district that merits enhanced City services.

BID GOVERNANCE
• In the two months after the June 4 in -person election date, property owners in the Wynwood
BID will have the right to nominate themselves or another property owner to sit on the Wynwood
BID Board. All nominations will be submitted to the affected property owners of Wynwood for
a vote, with one vote per property ownership entity regardless of the number of folios owned.
• The Wynwood BID and the Wynwood Arts District Association, as the funding conduit for the
BID formation effort, will sign a Memorandum of Understanding with the City of Miami's City
Clerk's office so the proper notices, advertisements, affidavits and services can be provided to
guarantee the integrity of the BID election.
• There will be five voting members of the Wynwood BID Board. The top five vote getters will
be seated as members of the BID Board on October 1, 2013. The terms will be staggered. In
the first year of the BID Board's existence, the staggered term lengths of the directors will be
determined by a blind draw conducted at the first Board meeting. The terms of the five
directors will be:
Director A, a term of one year;
Director B, a term of one year;
Director C, a term of two years;
Director D, a term of two years;
Director E, a term of two years.
• All subsequent terms will be two years.
• A director may serve a maximum of three two-year terms in the first ten years of the
BID. Directors A and B in the above first -year terms may, if elected, serve a maximum of
seven years in the first ten year period of the BID. New elections will be held in the month of
September each year.
• The Board will establish such committees as it deems necessary, and will determine the
qualifications of those who sit on the committees.
• The Board will have the power and responsibility to write bylaws.
• All Board members must be paid up and current in terms of the BID assessments on their
properties.
• The BID Board will strictly observe the requirements and guidelines of the Sunshine Laws.
• The BID Board will have fiduciary responsibility for the Wynwood BID.
• The BID Board will comply with the City of Miami's procurement guidelines.
• All BID Board meetings will be publicly noticed.

ELIGIBILITY & VOTING
A 50% plus one majority vote of affected property owners is required for BID approval. Property
owners are entitled to one vote per folio. In Florida, a non -vote is considered by statute to be
a "no" vote. A full list of those property owners eligible to vote will be submitted to the City of
Miami City Clerk's office and distributed publicly. The number of property owners eligible to
vote were submitted to the City of Miami on March 20, 2013. Residents who live in the area in
homes and apartments will not be assessed and therefore will not be eligible to vote. Charter
and other private schools will be assessed at the regular rates and will receive BID benefits.
Work/live residences developed in the future (after June 2013) will be assessed at regular
rates.
There will be a four -week mail -in ballot period beginning in May, 2013. Subsequent to the
mail -in voting period, there will be one -day of in -person voting on Tuesday, June 4, 2013 from
9 am to 5 pm at Wynwood Walls at 2528 NW 2nd Avenue in Wynwood. Election to be
conducted by City of Miami City Clerk's Office.

BASE LEVEL OF CITY SERVICES
A base level of City services is outlined to identify Wynwood's current state of affairs. It's a
benchmark to identify what the district needs in addition to what is currently provided. It allows
the BID to start conversations about what services should be added, expanded, or changed.
Department of Solid Waste Services
Clean Out and Empty Trash Receptacles. Once a day, seven days a week, Wynwood's trash
receptacle is cleaned out. The 47-block Wynwood BID geographical area currently has only
one trash receptacle. It is located on NW 29 Street.
Street Sweeping with Broom and Bin. Once a week, on Mondays, Solid Waste provides 3.5
hours of hand cleaning of streets and gutters along NW 2 Avenue from NW 29 Street to NW
20 Street. This amounts to about 20 minutes per block of hand cleaning per week along NW
2 Avenue.

City of Miami Police Department
The City of Miami Police Department deploys police in the Wynwood BID area as part of a
much larger geographical area consisting of 192 city blocks —roughly four times as big as the
projected Wynwood BID area, running from 1-95 east to the waterfront in Edgewater, from NW
36 Street to NW 20 Street.
The information provided below by the police is for its larger police coverage area, not for the
BID area.
The strategy divides the much larger 192-block area described above (which includes the
Wynwood BID) into five zones. These zones are "fluid" so that officers can easily move from
one zone to another in response to ongoing criminal activity. The police strategy is to respond
quickly and effectively to crimes in progress. Instead of saying that Wynwood has a specific
police "presence" at any specific hour, they say that the Wynwood BID area has 24-hour police
"coverage," in which police can respond to crimes as they occur in the BID area.
Number of Patrol Officers Assigned to the Larger Area
The MPD says that there are "four or five patrol officers" assigned to the larger area both day
and night.
Number of Beat Officers Assigned to the Larger Area
According to the MPD, a "beat officer" is always deployed with a police vehicle, but in a
traditional sense (as is the case in other commercial communities in Miami) the MPD often
assigns beat officers to "walk a specific beat" or "bike a patrol route." The police indicate that
there are three beat officers in the larger area. One is located in a vehicle on North Bayshore
Drive — outside the BID area. Additionally, there is one patrolling full-time on NW 5 Avenue —
also outside the BID area. The third beat officer is assigned to the five -zone area and spends
a significant amount of time in the larger Wynwood area (this includes both Midtown Miami and
the large residential area north from NW 29 Street to NW 36 Street).The MPD has stated that
these officers "can [utilize] a bike [when patrolling]," but they also need to have immediate
access to their police vehicle so that they can respond to crimes in other zones.
Number of Neighborhood Resource Officers
There are two Neighborhood Resource Officers (NRO) located in the five zone, 192 block area.
They each work a total of 40 hours, or four ten-hour days per week. They are assigned to the
larger area, not specifically to the BID area so it is not possible to determine how much time
they physically spend in the Wynwood BID area from week to week. These two NRO officers
are sometimes pressed into "patrol officer" duty by responding to crimes in progress.
Summary of Police Activity
Due to the constant movement in responding to crimes throughout the larger area, the police
presence in Wynwood is understaffed and stretched thin. Their strategy of dividing the larger
area into five zones is very efficient as a response -based effort, however this strategy
is primarily designed to catch criminals rather than to prevent crimes and is ineffective in bolstering
the public's perception of safety in Wynwood.

City of Miami Neighborhood Enhancement Team
As a direct point of contact between the citizens of Wynwood and City of Miami, NET is
extremely valuable to Wynwood. Presently, NET provides the following services designed to
improve the quality of life for those who live, visit, and conduct business in Wynwood:
Neighborhood Service Workers
On a weekly basis, The NET office provides two Neighborhood Service Workers (NSWs) at 20
hours each for a weekly total of 40 hours spent "cleaning up Wynwood." This includes the
collection and disposal of boxes, bottles, cans, and any other street litter.
Graffiti Busters
On a weekly basis, the graffiti busters work in the geographic Wynwood BID area 20 hours per
week undertaking several roles to remove unwanted graffiti tags. When provided with the
correct color paint by the property owner or tenant occupier and with permission, they also
over -paint unwanted tags on the sides of buildings. For Wynwood events, they coordinate with
the police and Code Enforcement to assist with the apprehension of nuisance taggers. The
graffiti busters also remove thousands of stickers pasted up in Wynwood.
Second Saturday Wynwood Art Walk
On a monthly basis, The NET office provides substantial assistance to the Wynwood Art Walk.
In the time leading up to the Second Saturday event, the area NET Administrator spends 8-12
hours each month coordinating with various City departments (including the MPD and Solid
Waste Department) that play supporting roles in the event's success. Additionally, the NET
Administrator works with the NET office in Allapattah to divert NET vehicles, equipment, and
NSWs to assist Wynwood with clean-up for the evening.
Art Basel Support
On an annual basis, in the months of November and December, the NET office spends about
100 hours preparing for Art Basel. In the week after Art Basel, the NET office spends 50 hours
cleaning the streets of Wynwood and removing illegal signs from the neighborhood.
