NE 15 Street between NE 2 Avenue and North Bayshore Drive was originally dedicated as
"Collins Bridge Road" by the recording of the Amended Map of Nelson Villa Subdivision on
March 23,1917. That subdivision dedicated a right of way width of 30 feet. In 1941, the City of
Miami acquired a series of deeds along the north side of NE 15 Street for an additional 30 feet of
right of way width, thereby, increasing the dedicated right of way width to 60 feet and matching
the alignment with NE 15 Street to the west of NE 2 Avenue, The existing Miami -Dade County
Public School Building located at 1500 Biscayne Boulevard was constructed in 1967 with a zero
setback conforming to the current 60 foot dedicated right of way width. The OMNI complex,
constructed/reconstructed in 1975, also conforms to the current 60 foot dedicated right of way
width. In 1983, the City of Miami Code was amended to establish a zoned right of way width for
NE 15 Street between NE 2 Avenue and North Bayshore Drive as 80 feet, however, none of the
reserved right of way width, 10 feet on both sides of the street, has been dedicated. Further, the
Miami -Dade County Metromover was constructed in 1991 along the south side of NE 15 Street
within the dedicated 60 foot right of way width, restrictingthe potential widening of the street
and the addition of traffic lanes.
The original platted subdivision that created NW/NE 10 Street and NW/NE 11 Street in the Park
West area dedicated a right-of-way width of 50 feet. The roadway was subsequently developed
with pavement, curb and gutter and sidewalk conforming to the 50 foot wide right of way. In
1985 the City Commission, by Ordinance, established a zoned base building line width of 75 feet
for these roadways, thereby reserving additional property in anticipation of future widening in
accordance with the Southeast Overtown/Park West Redevelopment Plan. An evaluation of the
current conditions west of Biscayne Boulevard reveals the following:
1. The major transportation arteries in this portion of the City are Biscayne Boulevard, I-395 and
I-95. NW/NE 10 Street and NW/NE 11 Street serves as local City streets.
2. There is already significant existing development to the east that would preclude these streets
from ever reaching the specified 75 foot width in the future.
3. These isolated sections of NW/NE 10 Street and NW/NE 11 Street are the only blocks zoned
75 feet in width. All other blocks are currently 50 feet in width.
4. Requiring these blocks to be widened would be of limited benefit to traffic circulation.
5. The City's streetcar project and Metromover provide premium transit access to the adjacent
properties to encourage the usage of transitin the urban City core.
The Public Works Department is recommending to the Miami City Commission that the zoned
base building line width of NE 15 Street from NE 2 Avenue to North Bayshore Drive be reduced
from 80' wide to the original developed 60' wide right of way, NW/NE 10 Street from the FEC
Railway to NE 2 Avenue from 75' to 50' wide right of way and NW/NE 11 Street from the FEC
Railway to NE 1 Avenue from 75' to 50' wide right of way. Nothing will physically change on
these roadways if the Ordinance is adopted.
