A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT FROM THE FLORIDA
DEPARTMENT OF ENVIRONMENTAL PROTECTION, COASTAL MANAGEMENT
PROGRAM FOR "INVASIVE SPECIES REMOVAL AT MARINE STADIUM MARINA"
("PROJECT"), IN AN AMOUNT NOT TO EXCEED $28,975; AUTHORIZING THE
ALLOCATION OF THE CITY OF MIAMI'S MATCHING FUNDS FOR FIFTY PERCENT
(50%) OF THE PROJECT, IN AN AMOUNT NOT TO EXCEED $28,975, AS STATED
HEREIN, FOR AN ESTIMATED TOTAL PROJECT COST OF $57,950, AVAILABLE
UNDER CAPITAL IMPROVEMENT PROJECT 40-B30706, TO BE APPROPRIATED
BY SEPARATE RESOLUTION; AUTHORIZING THE CITY MANAGER TO EXECUTE
THE GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ALL
OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR THE ACCEPTANCE, ADMINISTRATION, AND EXECUTION OF
SAID GRANT AGREEMENT.
WHEREAS, the Florida Department of Environmental Protection ("DEP") was awarded
funding from the National Oceanic Atmospheric Administration for the Coastal Zone Management
Program; and
WHEREAS, the City of Miami ("City") was awarded grant funding as a sub -recipient from the
Coastal Zone Management program, in an amount not to exceed $28,975, for an invasive plant
species removal project at Marine Stadium Marina ("Project"); and
WHEREAS, the Project's goal is to remove and dispose of all exotic invasive plant species
currently inundating the spoil island located at Marine Stadium Marina and kill remaining stumps; and
WHEREAS, informational signage will also be placed on the island to educate the public on
the dangers of non-native invasive plants; and
WHEREAS, the City is required to match DEP funding in the amount of $26,275, in cash and
the amount of $2,700 of in -kind salaries, for a total City match of $28,975, as stipulated in the Grant
Agreement; and
WHEREAS, the City will provide the cash match from Capital Improvement Project
40-B30706; and
WHEREAS, the City Manager and the Department of Public Facilities are requesting the
acceptance of said grant; and
WHEREAS, grant funds are to be appropriated by separate Resolution;

NOW THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted
by reference incorporated as if fully set forth in this section.
Section 2. The City Manager is authorized {1} to accept a grant from the DEP for the Project,
in an amount not to exceed $28,975.
Section 3. The allocation of the City's matching funds for fifty percent (50%) of the Project, in
an amount not to exceed $26,275, in cash and the amount of $2,700 of in -kind salaries, for a total
City match of $28,975, for a total Project cost of $57,950, is authorized, from Capital Improvement
Project 40-B30706, to be appropriated by separate Resolution.
Section 4. The City Manager is authorized {1} to execute the Grant Agreement, in substantially
the attached form, and all other necessary documents, in a form acceptable to the City Attorney, for
the acceptance, administration and execution of said Grant Agreement.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}
Footnotes:
{1} The herein authorization is further subjected to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} if the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this resolution, it shall become
effective immediately upon override of the veto by the City of Miami Commission.
