A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ACCEPTANCE OF UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ENTITLEMENT GRANT FUNDS, IN THE TOTAL AMOUNT OF
$18,794,119, AS STATED HEREIN, FOR THE FOLLOWING PROGRAMS:
COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT
PARTNERSHIPS, HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, AND
THE EMERGENCY SOLUTIONS GRANT, FOR PROGRAM YEAR 2013-2014;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO
IMPLEMENT THE ACCEPTANCE OF THE ACTUALAMOUNTS OF GRANT FUNDS
WHEN MADE AVAILABLE FOR SAID PURPOSE.
WHEREAS, the United States Department of Housing and Urban Development ("HUD") provides
the City of Miami ("City") entitlement grants annually under the following programs: Community
Development Block Grant ("CDBG"), Home Investment Partnerships ("HOME"), Housing Opportunities
for Persons with Aids ("HOPWA"), and the Emergency Solutions Grant ("ESG"); and
WHEREAS, pursuant to Resolution No. 12-0465, adopted December 13, 2012, the Miami City
Commission approved the acceptance of HUD entitlement grant funds, in the total projected amount of
$20,732,282 for the following Programs: CDBG, HOME, HOPWA,and ESG for Program Year 2013-
2014; and
WHEREAS, on May 28, 2013, HUD released the final Community Planning and Development
Program Formula Allocations for Fiscal Year 2013, which included reductions, requiring a new public
hearing; and
WHEREAS, the City Administration recommends accepting HUD Entitlement Grant Funds, in the
total amount of $18,794,119 as stated herein, for the following programs: CDBG, HOME, HOPWA,
and ESG for Fiscal Year 2013-2014;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The acceptance of entitlement grant funds from HUD, in the total amount of
$18,794,119, for the following programs and amounts, is authorized: (1) $4,310,994 to the CDBG
Program, (2) $2,739,396 to the HOME Program (3) $11,381,465 to the HOPWA Program, and (4)
$362,264 to the ESG Program.
Section 3. The City Manager is authorized{1} to execute the necessary documents, in a form

acceptable to the City Attorney, in order to implement the acceptance of the actual amounts of grant
funds when made available for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by the City Attorney,
including but not limited to those prescribed by applicable City Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. -If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
