Subject: Resolution authorizing the City Manager to execute an Interlocal Agreement with the Miami -Dade
Metropolitan Planning Organization for the Beach Corridor Transit Connection Study.
Purpose of Item:
To authorize the City Manager to execute an Interlocal Agreement with the Miami -Dade Metropolitan Planning
Organization for the preparation of the Beach Corridor Transit Connection Study. Said agreement provides for a
financial contribution, in an amount not to exceed $25,000. Funds are to be allocated from Capital Improvement
Project No. B-70246A.
Background Information:
In 2004, the Miami -Dade Metropolitan Planning Organization (MPO) completed a study to develop a premium transit
connection between the cities of Miami and Miami Beach. Said study included an extensive public outreach effort. A
locally preferred alternative was selected by the MPO and consisted of a light rail transit connection via the
MacArthur Causeway. Due to concerns regarding the technology, funding and other transit corridors prioritization
issues, the project was not advanced into the preliminary engineering phase. The need to provide rapid transit
connectivity between the cities of Miami and Miami Beach is vital to the economic and environmental sustainability
of both cities.
The MPO, in cooperation with the Florida Department of Transportation (FDOT), Miami -Dade Transit (MDT), City
of Miami, City of Miami Beach and Miami Downtown Development Authority (DDA) wish to update and refine past
studies and evaluate how to best advance a rapid transit connection between the cities. The study will be conducted
under the auspices of the MPO. The Interlocal Agreement provides that the City will contribute $25,000 towards the
total cost of the study estimated at $325,000. Funds are to be allocated from Capital Improvement Project No. B-
70246A. The MPO, FDOT, MDT, City of Miami Beach, and DDA have committed to funding the balance of the
study.
