A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
•AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE
MIAMI-DADE METROPOLITAN PLANNING ORGANIZATION, PROVIDING FOR A
FINANCIAL CONTRIBUTION BY THE CITY OF MIAMI, IN AN AMOUNT NOT TO
EXCEED $25,000, FOR THE PREPARATION OF THE BEACH CORRIDOR
TRANSIT CONNECTION STUDY; ALLOCATING FUNDS FROM CAPITAL
IMPROVEMENT PROJECT NO. B-70246A, FOR SAID PURPOSE.
WHEREAS, in 2004, the Miami -Dade Metropolitan Planning Organization ("MPO") completed a
study to develop a premium transit connection between the cities of Miami and Miami Beach; and
WHEREAS, said study included an extensive public outreach effort; and
WHEREAS, a locally preferred alternative was selected by the MPO and consisted of a light rail
transit connection via the MacArthur Causeway; and
WHEREAS, due to concerns regarding the technology, funding and other transit corridors
prioritization issues, the project was not advanced into the preliminary engineering phase; and
WHEREAS, the need to provide rapid transit connectivity between the cities of Miami and Miami
Beach is vital to the economic and environmental.sustainability of both cities; and
WHEREAS, the MPO, in cooperation with the Florida Department of Transportation ("FDOT'),
Miami -Dade Transit ("MDT"), City of Miami ("City"), City of Miami Beach and Miami Downtown
Development Authority ("DDA") wish to update and refine past studies and evaluate how to best
advance a rapid transit connection between the cities; and
WHEREAS, the study will be conducted under the auspices of the MPO; and
WHEREAS, the Interlocal Agreement provides that the City will contribute $25,000 towards the
total cost of the study estimated at $325,000; and
WHEREAS, funds are to be allocated from Capital Improvement Project No. B-70246A; and
WHEREAS, the MPO, FDOT, MDT, City of Miami Beach, and DDA have committed to funding the
balance of the study;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager is authorized {1} to execute an Interlocal Agreement, in substantially
the attached form, with the MPO, providing for a financial contribution by the City, in an amount not to
exceed $25,000, for the preparation of the Beach Corridor Transit Connection Study, is authorized,
with funds allocated from Capital Improvement Project No. B-70246A.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
