Planning and Zoning Department Recommendation: Denial. Analysis: See supporting documentation. Planning, Zoning and Appeals Board Recommendation: Continued on March 20, 2013. Approval with modifications to City Commission on April 3, 2013 by a vote of 6-3 to change to "T4-R" General Urban Zone - Restricted, instead of "T4-O" General Urban Zone -Open and applicant agreed to proffer a covenant for a masonry wall on the western side of the property, subject to compliance with Miami 21 Code regulations and appropriate landscaping of the wall, in conjunction with the impacted neighbors; additionally, the entire project, as presented, to have surrounding buffers to make it aesthetically pleasing.
