A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPTA REIMBURSEMENT GRANT IN
AN AMOUNT NOT TO EXCEED $60,135 ("GRANT") FROM THE 21ST CENTURY
COMMUNITY LEARNING CENTER THROUGH MIAMI-DADE COUNTY PUBLIC
SCHOOLS ("MDCPS") TO THE CITY OF MIAMI ("CITY") DEPARTMENT OF
GRANTS ADMINISTRATION EDUCATION INITIATIVES ("DEPARTMENT") FOR THE
MIAMI LEARNING ZONE OUT OF SCHOOL PROGRAM AT HOLMES ELEMENTARY
SCHOOL ("PROGRAM"); ESTABLISHING A NEW SPECIAL REVENUE PROJECT
ENTITLED "21 ST CENTURY COMMUNITY LEARNING CENTER GRANT, MIAMI
LEARNING ZONE, 2012-2013" FOR SAID. GRANT; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE A GRANT AGREEMENT AND ALL
OTHER NECESSARY EXTENSIONS, AND MODIFICATIONS AFTER
CONSULTATION WITH THE CITY ATTORNEY, TO IMPLEMENT THE
ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT FOR SAID PURPOSES,
FOR THE PERIOD COMMENCING AUGUST 1, 2012 THROUGH JULY 31, 2013,
WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL SIMILAR PERIODS AT
THE SAME NOT TO EXCEED AMOUNTS UNDER THE SAME TERMS AND
CONDITIONS.
WHEREAS, the City of Miami ("City") Department of Grants Administration Education Initiatives
("Department") has been awarded a reimbursement grant from the 21 st Century Community Learning
Center through Miami -Dade County Public Schools ("MDCPS") from the Florida Department of
Education ("FLDOE") administering federal funds for the United States Department of Education
("USDOE") for the City's Miami Learning Zone Out of School Program at Holmes Elementary School
("Program") in an amount not to exceed $60,135 ("Grant"), for the period commencing August 1, 2012
through July 31, 2013, and the City and MDCPS are negotiating a form of grant agreement, for said
purposes; and
WHEREAS, the Program is comprised of a cooperative effort among the Department, Holmes
Elementary School and four (4) community -based organizations for its successful implementation; and
WHEREAS, the Program's goals are to improve health and well-being, increase academic
achievement and decrease involvement in behaviors that may put children at risk; and
WHEREAS, the City has previously been awarded grants for the Program and this new Grant will
enable said Program services to continue at Holmes Elementary School; and
WHEREAS, the City must execute a new grant agreement with MDCPS to accept the Grant and
provide for appropriation of funding; and
WHEREAS, the City Manager and the Department request for the City Commission to authorize
the City Manager to negotiate and execute a grant agreement for the period from August 1, 2012
through July 31, 2013, and to make all other necessary amendments, extensions, and modifications to

implement the acceptance and compliance with the Grant, with the option to extend for two (2)
additional similar periods for the same not to exceed amounts, under the same terms and conditions;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized{1} to accept a reimbursement grant in an amount not to
exceed $60,135 ("Grant") from the 21st Century Community Learning Center through MDCPS to the
Department for the Program at Holmes Elementary School, which Grant is awarded by FLDOE
administering federal funds for USDOE for the Department to provide services for the Program.
Section 3. The following new Special Revenue Project award is established and resources are
appropriated and allocated to the Department for the Program as described below:

Section 4. The City Manager is further authorized{1} to negotiate and execute a grant agreement
and all other necessaryextensions, and modifications, after consultation with the City Attorney, to
implement the acceptance of and compliance with the Grant for said purposes, for the period
commencing August 1, 2012 through July 31, 2013, with the option to renew for two (2) additional
similar periods at the same not to exceed amounts under the same terms and conditions.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. if the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
