Purpose of Item:
APPROVING THE EMERGENCY UTILITIES PILOT PROGRAM, AS SPECIFIED IN EXHIBIT "A",
ATTACHED AND INCORPORATED AND AUTHORIZING THE ALLOCATION OF COMMUNITY
DEVELOPMENT BLOCK GRANT ("CDBG') FUNDS IN THE AMOUNT OF $5,000 FROM THE
DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT DISTRICT 3 CDBG RESERVE
ACCOUNT TO PROVIDE EMERGENCY UTILITY ASSISTANCE TO QUALIFIED RESIDENTS;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS
FOR SAID PURPOSE.

Background Information:
The District 3 community has seen a rise in utility defaults resulting in the disconnection of utilities to
families due to the current financial crisis.
The goal of the Emergency Utilities Pilot Program is to provide residents with emergency assistance
with past due utility bills to ensure the safety of residents.
A summary of the Emergency Utilities Pilot Program Policies & Guidelines is attached and
incorporated as Exhibit "A".
An allocation of CDBG funds in the amount of $5,000 from the Department of Community and
Economic Development District 3 CDBG Reserve account specifically for the Emergency Utilities
Pilot Program.
The Administration recommends approving the Emergency Utilities Pilot Program Policies &
Guidelines, as specified in Exhibit "A", attached and incorporated.
The Administration further recommends approving the allocation of CDBG funds in the amount of
$5,000 from the Department of Community and Economic Development District 3 CDBG Reserve
account for the Emergency Utilities Pilot Program.
