Subject: Proposed Roadway Transfers to City of Miami

The Department has recently completed a countywide analysis of potential roadway
transfers and has identified corridors for possible transfer as identified in the attached map
and table. As you will see, we are proposing transfer of several City of Miami (City) roads to
the State, as well as one State road to the City. The proposed roadway transfers should
prove to be beneficial for the City and the State. Upon completion of a transfer, the
respective jurisdiction would have control over planning, access management, permitting,
landscaping, maintenance, traffic control, bicycle and pedestrian improvements, and various
other roadway improvements.
The proposed list involves the transfer of roadways to and from the City of Miami to
the State. We are requesting a point of contact to be the lead representative of the City in
coordinating this process. We will also set up a kick-off meeting for all affected offices in
order to initiate the coordination effort.
The roadway transfer process is briefly outlined as follows. In accordance with
statute, the terms of roadway transfers must be mutually agreed upon between the
Department and the City (Section 335.0415, Florida Statutes). The Department will work
with your representative in the preparation and conditions of the roadway transfer
agreement. Once the agreement is completed, the Department will require a Resolution
from the City authorizing the execution of the transfer agreement, including a statement that
the City agrees with the terms and conditions contained in the agreement. The Resolution
will be attached to the final transfer agreement. Once executed, all originals should be
returned to the Department, together with two (2) originals or certified copies of the original
Resolution authorizing the City designated representative to execute the Transfer

Agreement. Once executed by the Department, an original will be returned to the City for its
records.
We look forward to working with the City of Miami in a mutually beneficial
relationship to effect these transfers. The Department will coordinate as necessary to
obtain additional information that may be required during this process. Thank you for your
consideration of this effort. A map depicting the alignment of the proposed roadway
transfers to the City is attached.
