residents of the City of Miami, without regard to sex, nationality, race or creed, since it

Social and Economic needs exists:among the elderly in the area, economic activity is
synonymous with the health of a neighborhood. Market conditions have change in the
Little Havana and the disposable income of the residents has decreased in the last
Twenty years due in part to the out migration of the higher income residents and
immigration of lower income immigrants, thus affecting many of the business that
depend on the neighborhood. The target area's economic disinvestments is also the
result of image deterioration, relative unattractiveness, crime and social problems.
For the past forty years social and public service demand has substantially increased, in
the Little Havana neighborhood, this can be attributed to the arrival of the immigrants
(many undocumented), and an increased in the number of poor people including a large.
elderly community.
One of the problems with the existing public transit system, according to the residents, is
the waiting time is excessive during non -peak hours, a long walking distance to the bus
stop and the weather. Public transportation system is not able to handle the large and
special problems of this group.

transportation system and that links the elderly and handicapped and low income
residents of the Little Havana and other areas in the City of Miami with medical.
