Subject: Resolution authorizing an agreement with Operation Hope, Inc., for services associated with
the Citi Foundation grant for financial empowerment coaching and one -on -on one counseling.
Purpose of Item:
A Resolution authorizing City Manager after finding competitive negotiation methods are not
practicable or advantageous and pursuant to section 18-85 (A) of the Code of the City of Miami,
Florida; to execute an agreement, in substantially the attached form, with Operation Hope, Inc., for a
period commencing August June 1st, 2013 through July 31 st, 2014, in an amount not to exceed
$140,000.00 for Operation Hope, Inc., with the option to renew for two (2) additional similar periods,
under the same tern and conditions.

The Department of Grants Administration, recommends that the City of Miami enter into agreements
with Operation Hope, Inc., and to provide services for the "Financial Empowering Coaching"
program as part of a grant from Citi Foundation for the purpose of replicating an existing program
model to provide financial literacy and financial empowerment one-on-one coaching to 200
individuals during the grant period. Approval of the resolution authorizes the City Manager to execute
the agreement with this organization to implement the program for up to $140,000 of the $150,000
Citi Foundation grant awarded to the City.
