Authorizing an Agreement
with Operation Hope, Inc. for
the implementation of the Citi
Foundation Financial
Empowerment Grant
FILE:
The. Office of Grants Administration respectfully requests you approval arid action of the
City of Miami Commission by a 4/5ths affirmative vote, after an advertized public hearing
ratifying, approving and confirming the City Manager's recommendation, and finding that
competitive negotiation methods are not practicable or advantageous regarding the
agreement for the financial empowerment services.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with Operation Hope, Inc., a non-profit
corporation, to award funds, in the amount not to exceed $140,000 to implement the
Financial Empowerment Coaching program as required by the Citi Foundation grant
application. The grant demands that this program be implemented in the most expeditious
manner.
Operation Hope, Inc. has demonstrated its qualifications and capacity to serve the city
through the following:
Shown proven commitment to the City residents by investing and paying for a
Program Manager to implement the current financial literacy programs in the city.
2. Provide direct classroom and group trainings to over 500 local residents (adults
and children).
3. Manage day to day operations of the current financial literacy efforts and
programs in the city.
4. Operation Hope, Inc. is a nationally recognized leader in financial education,
specializing in programs for low/moderate income families, and is a City of
Miami partner in this field.
For the reasons stated above, as required by the Section 18-85(A) of the Code of the City
of Miami, the Office of Grants Administration (1) recommends the execution of an
agreement with Operation Hope, Inc., for the 2013-2014 contract year be awarded to
Operation Hope, Inc., which is qualified and has been providing said services described
above for many years, and (2) finds that the competitive negotiated methods are not
practicable or advantageous for the provision of the aforementioned program services in
the City. If these recommendations and findings meet with your approval, please indicate
by signing below.
The Legislation item will be placed onthe agenda for the May 23, 2013 City Commission
Meeting.
