A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BYA
FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S
RECOMMENDATIONS AND FINDINGS THAT COMPETITIVE NEGOTIATION
METHODS AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS,
PURSUANT TO SECTION 18-85 (A) OF THE CODE OF THE CITY OF MIAMI,
FLORIDAAS AMENDED; WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES; APPROVING THE RECOMMENDATIONS AND FINDINGS OF THE
CITY OF MIAMI'S DEPARTMENT OF GRANTS ADMINISTRATION, FINANCIAL
LITERACY INITIATIVE THAT OPERATION HOPE INC., A FLORIDA NON-PROFIT
CORPORATION, IS THE BEST QUALIFIED FIRM TO PROVIDE OVERSIGHT,
INSTRUCTION AND STAFFING FOR FINANCIAL EMPOWERMENT, ONE-ON-ONE
FINANCIAL COACHING, COMMUNITY WORKSHOPS AND OTHER SUCH
ACTIVITIES IN CONJUNCTION WITH THE CITI FOUNDATION GRANT FOR
FINANCIAL EMPOWERMENT COACHING; AUTHORIZING THE CITY MANAGER
TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY
THE ATTACHED FORM, IN AN AMOUNT NOT TO EXCEED $140,000, FOR A
PERIOD COMMENCING JUNE, 1, 2013 THROUGH JULY, 31, 2014, WITH THE
OPTIONS TO RENEW FOR UP TO TWO (2) ADDITIONAL SIMILAR PERIODS,
UNDER THE SAME TERMS AND CONDITIONS; ALLOCATING SAID FUNDS FROM
THE SPECIAL REVENUE PROJECT ENTITLED:"FINANCIAL EMPOWERING
COACHING."
WHEREAS, the City of Miami's ("City's") Office of Grants Administration as part ACCESS
Miami ("Department"), has been awarded a grant in the amount of $150,000 from Citi Foundation
("Grant"), for the purpose of replicating and implementing an existing program model to provide
financial literacy and financial empowerment one-on-one coaching to 200 individuals during the grant
period; and
WHEREAS, this funding will enable the City to leverage and take its existing financial literacy
program which has served thousands of residents and low income small business owners to the next
level of individualized coaching; and
WHEREAS, the program will work with existing local providers and community organizations to
coordinate said services and facilitate program access; and
WHEREAS, the City Commission has accepted the Grant award, authorized the negotiation
and execution of the Grant, and authorized related appropriations, allocations and created the related
Special Revenue Project entitled "Financial Empowerment Coaching" program; and
WHEREAS, the program is comprised of a cooperative effort between the Grants Department
and Operation Hope, Inc. ("Operation Hope") for its successful implementation; and

WHEREAS, Operation Hope, a nationally recognized leader in financial education, and a City
partner in this field, has shown a proven level of commitment to City residents by investing and paying
for a Program Manager for the past two (2) years, directing classroom and group trainings to over 500
constituents each year, and managing the current financial literacy efforts; and
WHEREAS, the goals of Operation Hope are to improve financial literacy skills, to teach new
behavior strategies, and to connect constituents to a variety of support programs to improve financial
self-sufficiency; and
WHEREAS, Operation Hope, was determined to be the most advantageous non-profit
organization specializing in the financial literacy arena, and it is in the City's best interest to provide
programmatic instruction and staffing at various sites within the City to ensure program implementation
as required by the Grant; and
WHEREAS, the.. City Manager has approved the recommendations and findings of the
Department, and has made findings that pursuant to Section 18-85 (a) of the Code of the City of
Miami, Florida, as amended ("City Code"), competitive negotiation methods and procedures are not
practicable or advantageous for obtaining said services, and has recommended to the City
Commission that the recommendations and findings be adopted and that competitive bidding methods
and procedures be waived for the program; and
WHEREAS, the City Manager and the Department are requesting for the City Commission to
authorize the City Manager to execute a Professional Service Agreement ("Agreement"), with
Operation Hope, in an amount not to exceed $140,000, for a period not to exceed 12 months, with the
option to extend for two (2) additional similar periods under the same terms and conditions;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, -after an advertised public hearing, the City
Manager's finding and recommendations that competitive negotiation methods and procedures are not
practicable or advantageous, pursuant to Section 18-85 (a) of the City Code, are ratified, approved
and confirmed, and the requirements for said procedures, are waived.
Section 3. The recommendations and findings of the Department's Financial Literacy Initiative,
that Operation Hope is the best qualified firm to provide oversight, instruction and staffing for financial
empowerment, one-on-one financial coaching, community workshops, and other such activities in
conjunction with the Citi Foundation grant for financial empowerment coaching, are approved.
Section 4. The City Manager is authorized{1} to execute an Agreement, in substantially the
attached form, in an amount not to exceed $140,000, for the period commencing June 1, 2013 through
July 31, 2013, with the options to renew for up to two (2) additional similar periods under the same
terms and conditions.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}

{1} The herein authorization is further subject to all requirements that may be imposed by the including
but not limited to those prescribed by Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. if the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
