The police department is requesting a sole source finding for the extension of the maintenance
and support of the Automated Fingerprint Identification System (AFIS) and Omnitrak systems
from MorphoTrak Inc. located at 1250 N. Tustin Avenue, Anaheim, CA 92807, for a new two (2)
year period with three one (1) year renewal options, in an amount not to exceed $30,144.56 for
the first year, and subsequent increases for each year following, allocating funds from Account
No. 00001.191001.546000.0000.00000. Based upon the attached, please take the necessary
steps to verify that MorphoTrak Inc. located at 1250 N. Tustin Avenue, Anaheim, CA 92807, is
the sole provider for the provision of the maintenance and support that is required by the City of
Miami.
Pursuant to Resolution No. 96-627, adopted September 12, 1996, the Department of Police
purchased the AFIS equipment from Printrak, a Motorola company, under a sole source
designation.
Resolution No. 06-0145, adopted March I, 2006, authorized the City Manager to execute a
Maintenance and Support Agreement with Printrak, for the AFIS and Omnitrak Systems, for a
two-year period that commenced on March 1, 2006 through February 8, 2008, at an amount not
to exceed $32,638, for the first year and an amount not to exceed $35,299 for the second year.
Resolution No. 08-0110, adopted March 13, 2008, authorized an amendment to the agreement
by providing for a decrease in the second year cost from $35,299 to $12,816, resulting in a
savings of $22,483, and extended the agreement for a third year that commenced on March 16,
2008 through May 15, 2009, in an amount not to exceed $9,376.50.
In addition, Resolution No. 09-0166, adopted April 2, 2009, authorized the City Manager to
execute a maintenance agreement with Prinktrak, a Motorola Company now operating under a
new corporate name Morphotrak, Inc., for the AFIS and Omnitrak Systems, for a three (3) year
period that started May 16, 2009 and ended May 31, 2012.
The current Resolution No. 12-00376, adopted on May 10, 2012, allowed for an amendment to
the agreement for the provision of continued maintenance and support until May 31, 2013, in an
amount not to exceed $27,342.
AFIS stores fingerprints in computer readable format for rapid identification and is invaluable to
the Department of Police's investigative process. This system allows the department to interface
with the Miami -Dade County and the Florida Department of Law Enforcement's fingerprint and
criminal databases.

It is imperative that the police department continue the above -mentioned maintenance and
support, in order to keep the equipment in operable condition at all times. The provision of
maintenance and support will extend the life of the AFIS equipment and eliminate the need for
costly repairs.
Attached please find the sole source justification for this purchase, as requested by the
Purchasing Department. Upon completion of your findings, please forward a copy of the
Resolution and the Agenda Summary Form for our files.
