Support Agreement for the
Automated Fingerprint Identification

ENCLOSURES:
conducted an investigation to determine whether MorphoTrak, Inc., a Non -Local vendor, located
at 1250 N. Tustin Ave., Anaheim, CA 92807, is still the sole -source provider of Maintenance and
Support for the Automated Fingerprint Identification System ("AFIS") and Omnitrak System, for the
Department of Police.
Pursuant to Resolution No. 96-627, the Department of Police purchased the Automated
Fingerprint Identification System ("AFIS") equipment, from Printrak, a Motorola company, under a
sole source designation. AFIS stores fingerprints in a computer readable format for rapid
identification and is invaluable to the Police Department's investigative process. This system
allows for the Police Department to interface with the Miami -Dade County and the Florida
Department of Law Enforcement's fingerprint and criminal databases.
In the past, by means of Resolutions 06-0145; 08-0110; 09-0166; 12-0184, the City Commission
has ratified, approved, and confirmed the City Manager's finding of a sole source and has waived
the requirements for competitive sealed bidding procedures for continued support and
maintenance of the AFIS and Omnitrak Systems. The current agreement, approved via Resolution
12-0184, is set to expire on May 31, 2013 and the Department of Police desires to continue
receiving maintenance and support services from MorphoTrak, Inc., for the AFIS/Omnitrak
systems.
Per MophoTrak's enclosed letter, "By nature of the proprietary hardware and software components
and the overall system design, there are currently no other companies authorized to perform
maintenance services on your systems". As such, issuing a competitive solicitation (Invitation for
Bid or Request for Proposals) for the provision of these services wouldn't be practical for the City.
.In accordance with Section 18-92(a)(3) of the City of Miami Procurement Ordinance, sole source
awards may be made "Where the unique and specialized expertise of one source of services is
unlikely to be obtained from any other.source."
Accordingly, pursuant to Section 18-92 of the Code of the City of Miami, I am recommending that
the, requirements for competitive bidding be waived, and these findings be approved: MorphoTrak,
Inc., a Non -Local vendor, located at 1250 N. Tustin Ave., Anaheim, CA 92807, is still the sole -
source provider of Maintenance and Support for the Automated Fingerprint Identification System
("AFIS") and Omnitrak System, for the Department of .Police. The terms and conditions of the
award have been negotiated so as to obtain the most favorable terms and conditions, including
price, as maybe offered to other customers or'tclierits?b `Mor" hioTr'ak Inc. The extension of the

current agreement will allow the Department of Police to receive maintenance and support for a
period of two (2) years with an option to renew foi=anOadditib'nai `one (1) year period. The First
Year's payment shall not exceed $30,144.56, with annual payments thereafter subject to a five

percent (5%) annual increase. Funds are allocated from the Department of Police Account No.
00001.191001.546000.0000.00000.
