A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "BUFFER ZONE PROTECTION PROGRAM
GRANT" CONSISTING OF A GRANT IN THE AMOUNT OF $199,999, FROM THE
DEPARTMENT OF HOMELAND SECURITY, OFFICE OF DOMESTIC
PREPAREDNESS TO THE STATE OF FLORIDA DEPARTMENT OF LAW
ENFORCEMENT; AUTHORIZING THE CITY MANAGER TO DESIGNATE THE
CHIEF OF POLICE TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF
SAID GRANT.
WHEREAS, the Four Seasons Hotel has been identified as a critical infrastructure site and key
resource that meets the Buffer Zone Protection Plan criteria; and
WHEREAS, the United States Department of Homeland Security has allocated the State of
Florida funding for the Buffer Zone Protection Program; and
WHEREAS, the City of Miami ("City") has been awarded a grant under the Buffer Zone
Protection Program, in the amount of $199,999, for the funding of a new and updated CCTV System
and Fire Control Access Point System to be used to protect, secure, and reduce the vulnerability of the
Four Seasons Hotel located in Downtown Miami's Brickell Financial District, which has been identified
to support the implementation of Florida's Homeland Security Strategy; and
WHEREAS, any purchases would have to comply with applicable purchasing requirements of
the Code of the City of Miami, Florida, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are
appropriated as described herein:

Section 3. The City Manager is authorized{1} to designate the Chief of Police to execute the
necessary documents, in a form acceptable to the City Attorney, to implement the acceptance of said
grant.
Section 4. The Department of Police is authorized to expend monies from this Special
Revenue Fund for the operation of said program.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
