This memorandum serves to request that you approve a finding that Quinwald Enterprises d/b/a Personal
Protection Equipment Specialists, Inc., located at 109 Liberty Lane, Lincoln University, PA, 19352, is the
sole source provider for the Guardian Safety and Survival System Simulator, utilized by the Department
of Fire -Rescue.
The Guardian Safety and Survival System Simulator is a mobile trailer that will simulate the environment
of collapse, cribbing, search and rescue, and hazardous materials. It will be a Regional Urban Area
Security Initiative ("UASI") asset that will be housed in the City of Miami but will be available to the
UASI jurisdictions from Monroe to Palm Beach for their training needs. It will be used to train, monitor,
and evaluate the disciplines' ability to respond and recover in emergency situations. The City of Miami
Department of Fire -Rescue will be responsible for the maintenance and storage of this item.
Personal Protection Equipment Specialists ("PPES"), a wholly owned subsidiary of Quinwald
Enterprises, Inc., is the owner of the U.S. Patent on this device (Patent No. US 7,901,212 B2).
Accordingly, PPES is authorized to manufacture and sell the Guardian Simulator. As, such, PPES is a
Sole Source Provider for this piece of equipment. No other company makes a similar or competing
product.
The Department of Fire -Rescue has received a written quote from Quinwald Enterprises d/b/a Personal
Protection Equipment Specialists, Inc., in an amount not to exceed $203,637.71, for the Guardian Safety
and Survival System Simulator. It is therefore requested at this time, that the Chief Procurement Officer
deem this 'acquisition as a sole source finding and recommend the acquisition purchase. Funds for this
purchase will'be allocated from UASI Account Code: #18-180026 -01.06.07 —1839 - Equipment —
189000, for the Department of Fire -Rescue.
