A RESOLUTION OF THE MIAMI CITY COMMISSION, BYA FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE, PURSUANT TO SECTION 18-92 OF THE CODE OF THE
CITY OF MIAMI, FLORIDA, AS AMENDED, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGERS
FINDING OF A SOLE SOURCE, WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE
PURCHASE OF THE GUARDIAN SAFETY AND SURVIVAL SYSTEM SIMULATOR,
FROM QUINWALD ENTERPRISES"D/B/A PERSONAL PROTECTION EQUIPMENT
SPECIALISTS, INC., THE SOLE SOURCE PROVIDER, IN ATOTAL AMOUNT NOT
TO EXCEED $203,637.71; ALLOCATING FUNDS FROM THE URBAN AREA
SECURITY INITIATIVE ACCOUNT CODE NUMBER 18- 180026 - 01.06.07 - 1839 -
EQUIPMENT - 189000.
WHEREAS, the purchase of the Guardian Safety and Survival System Simulator for a Regional
Urban Area Security Initiative ("UASI") is an asset that will be housed in the City of Miami ("City"); and
WHEREAS, it will be used to train, monitor, and evaluate the disciplines' ability to respond and
recover in emergency situations; and
WHEREAS, it will be available to the UASI jurisdictions from Monroe County to Palm Beach
County for their training needs; and
WHEREAS, the City Department of Fire -Rescue will be responsible for the maintenance and
storage of the Guardian Safety and Survival System Simulator; and
WHEREAS, the Chief Procurement Officer has adopted the finding that Quinwald Enterprises
d/b/a Personal Protection Equipment Specialists, Inc. is the sole source provider for the purchase of
the Guardian Safety and Survival System Simulator; and
WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the
findings of the City Manager; and
WHEREAS, the City Manager and the Chief Procurement Officer recommend that the
requirements for competitive formal sealed bids be waived, and the purchase of the Guardian Safety
and Survival System Simulator for the UASI, be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.

Section 2. By a four -fifths (4/5ths) affirmative vote, pursuant to Section 18-92 of the Code of the
City of Miami, Florida, as amended, after an advertised public hearing, the City Manager's finding of a
sole source is ratified, approved and confirmed, the requirements for competitive sealed bidding
procedures are waived, and the purchase of the Guardian Safety and Survival System Simulator, from
Quinwald Enterprises d/b/a Personal Protection Equipment Specialists, Inc., is approved, in a total
amount not to exceed $203,637.71, with funds allocated from UASI Account Code Number 18-180026-
01.06.07-1839-Equipment-189000.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution,
it shall become effective immediately upon override of the veto by the City Commission.
