HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13-00528 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, BYA FOUR -FIFTHS (4/5THS), AFFIRMATIVE VOTE, PURSUANT TO SECTION 18-92 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF A SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES; AUTHORIZING THE PROCUREMENT OF MOTOROLA MC75A SEMI -RUGGED POCKET COMPUTERS, WITH EMTRACK MOBILE SOFTWARE, FROM INTERMEDIX EMSYSTEMS, FOR THE DEPARTMENT OF FIRE -RESCUE, IN AN AMOUNT NOT TO EXCEED $252,335.00; ALLOCATING SAID FUNDS FROM THE URBAN AREA SECURITY INITIATIVES GRANT YEAR 2010, ACCOUNT CODE (PTAEO) 18-180026-01.06.07-1839-EQUIPMENT-189000. WHEREAS, the Department of Fire -Rescue, utilizing Urban Area Security Initiatives ("UASI") grant funds, desires to purchase one hundred thirty three (133) Motorola MC75A Pocket Computers, programmed with the EMTrack Mobile Software, from Intermedix EMSystems; and WHEREAS, once purchased, the Department of Fire -Rescue will distribute these devices to hospitals that fall within the UASI Region (Region 7), which will enable these facilities to "plug-in" (i.e. connect and access) to the Statewide Communications and Patient Tracking System, implemented by the Florida Department of Health in the fall of 2009; and WHEREAS, the Motorola MC75A Pocket Computers must be purchased with the EMTrack Mobile Software installed and configured in order to plug-in to the Statewide Communications and Patient Tracking System; and WHEREAS, Intermedix EMSystems is the only source for the purchase of the Motorola MC75A Semi -Rugged Pocket Computer, configured and installed with the EMTrack Mobile Software; and WHEREAS, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as amended ("City Code"), the Chief Procurement Officer has adopted a finding that Intermedix EMSystems is the sole source provider of Motorola MC75A Pocket Computers, programmed with the EMTrack Mobile Software; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive sealed bidding procedures be waived and the procurement of the above goods as specified be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File Id: 13-00528 (Version: 1) Printed On: 5/3/2013 File Number: 13-00528 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, pursuant to Section 18-92 of the City Code, after an advertised public hearing, the City Manager's finding of a sole source, is ratified, approved and confirmed, the requirements for competitive sealed bidding procedures are waived, and the procurement of Motorola MC75A Semi -Rugged Pocket Computers, with EMTrack Mobile Software, from Intermedix EMSystems, for the Department of Fire -Rescue, in an amount not to exceed $252,335, is authorized, with funds allocated from the Urban Area Security Initiatives Grant Year 2010, Account Code (PTAEO) 18-180026-01.06.07-1839-Equipment-189000. Section 3. This Resolution shall become effective immediately upon its adoption and the signature of the Mayor. {1} APPROVED AS TO FORM AND CORRECTNESS: a /Z1 JULIE O. BR CITY ATTORNEY Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
