A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE ALLOCATION OF PROGRAM YEAR 2013-2014 HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM SHORT TERM RENTAL,
UTILITY AND MORTGAGE ASSISTANCE FUNDS, IN THE AMOUNT OF $600,000,
AS SPECIFIED IN ATTACHMENT "A," ATTACHED AND INCORPORATED, TO
PROVIDE SHORT TERM RENTAL, MORTGAGE AND UTILITY ASSISTANCE TO
LOW-INCOME INDIVIDUALS LIVING WITH HIV/AIDS; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the Housing Opportunities for Persons with AIDS ("HOPWA") Program was created
under the AIDS Housing Opportunity Act and revised under the Housing and Community
Development Act of 1992; and
WHEREAS, since 1994 the City of Miami ("City") has received HOPWA Program funds from the
United States Department of Housing and Urban Development ("HUD") and has been responsible for
the implementation of programs designed to provide housing and related services to individuals living
with HIV/AIDS in the City and throughout Miami -Dade County; and
WHEREAS, due to the current economic conditions resulting in high unemployment, there is a
need for Short Term Rental, Mortgage and Utility ("STRMU") assistance for Low -Income individuals
living with HIV/AIDS; and
WHEREAS, pursuant to Resolution No. 12-0004, adopted January 12, 2012, the Miami City
Commission approved the allocation of $65,000 for the STRMU Program to Sunshine for All, Inc.; and
WHEREAS, all funds have been utilized but there still remain unmet needs in the HOPWA
Program for the STRMU Program; and
WHEREAS, the City Administration recommends the allocation for Program Year 2013-2014
HOPWA STRMU assistance funds, in the amount of $600,000, as specified in Attachment "A",
attached and incorporated, to provide STRMU assistance to low-income individuals living with
HIV/AIDS;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The allocation of Program Year 2013-2014 HOPWA STRMU assistance funds, in the
amount of $600,000, as specified in "Attachment A," attached and incorporated, to provide STRMU

assistance to low-income individuals living with HIV/AIDS, is approved.
Section 3. The City Manager is authorized {1} to execute the necessary documents, in a form
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
